7.A <br /> Page 1 <br /> y, <br /> RESOLUTION NO. 06 -10 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY FINDING THAT THE DISPOSITION OF THE SUBJECT <br /> PROPERTY FOR THE PURPOSE OF A REPLACEMENT COUNTY JAIL <br /> AND AUXILIARY JAIL USES ARE IN CONFORMANCE WITH THE <br /> GENERAL PLAN <br /> WHEREAS, On November 22, 2010, the City Council authorized the City <br /> Manager to enter into a Memorandum of Understanding (MOU) with the County of San <br /> Mateo regarding potential replacement of the County jail and construction of ancillary <br /> jail uses on the Woodhouse industrial Park Property, including provisions relating to <br /> assignment of four purchase option agreements to the County located at 20 - 80 <br /> Chemical Way; and <br /> WHEREAS, The County of San Mateo is currently finalizing negotiations for the <br /> acquisition of the above properties including two strip parcels. Consistent with State <br /> Law Section 65402 (a) the County is requesting that the City issue a finding that the <br /> acquisitions of the property by the County for the intended purposes conforms to <br /> Redwood City's General Plan. The City must also consider General Plan conformance <br /> pursuant to Streets and Highways Code, Part 3 (Public Streets, Highways and Service <br /> Easement Vacation Law); and <br /> WHEREAS, At a duly noticed hearing on December 7, 2011, the Planning <br /> Commission reviewed its General Plan and finds that the acquisitions and use of <br /> property and Right of Way for a potential future County jail and auxiliary jail uses are in <br /> conformance with its General Plan and appropriate findings were made in the staff <br /> report dated December 7, 2011. Relevant General Plan policies include: <br /> 1. Policy PS -11.1: Work with the Police Department to determine and meet <br /> community needs for law enforcement services; <br /> 2. Policy 8E -24.1: Ensure that change and development occur in a fashion that <br /> enhances and blends for Redwood City's established social fabric, natural <br /> environment, and built environment; <br /> 3. Policy BE -24.4: Consult with other agencies to address common regional issues <br /> and opportunities related to growth, transportation, infrastructure, and other <br /> planning issues. <br /> WHEREAS, the subject parcel has a General Plan Land Use designation of <br /> Industrial — Light which permits low intensity industrial uses which do not involve <br /> substantial truck traffic or outdoor fabrication or assembly, do not produce odors or <br /> significant nuisances. A replacement County Jail facility and auxiliary jail uses will be <br /> light industrial in nature and will not result in heavy industrial uses, substantial traffic or <br /> transportation of heavy industrial materials. <br />
