(HBG) is pleased to present our proposal to perform permit <br /> acquisition services for the Seaport Centre Rip -Rap Replacement Project. <br /> HBG proposes to provide regulatory permit services for the Seaport Centre Rip -Rap <br /> Replacement Project. The Project may include the replacement and addition of new rip -rap, soil, <br /> geofabric and /or the use of other bank stabilization techniques recommended by BKF Engineers <br /> to repair and stabilize the bank from further erosion. The eroding bank is approximately 100 feet <br /> adjacent to a public trail and park and is hydrologically connected to the Redwood Creek <br /> Shipping Channel. <br /> The scope of services provided by HBG would be to obtain state and federal authorizations <br /> including a Corps Section 404 Nationwide Permit, San Francisco Bay Regional Water Quality <br /> Control Board (RWQCB) state 401 water quality certification and if required San Francisco Bay <br /> Conservation and Development Commission (BCDC) permit amendment and/or California <br /> Department of Fish and Game (CDFG) Streambed Alteration Agreement. Authorization <br /> pursuant to Section 7 of the federal Endangered Species Act from the United States Fish and <br /> Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) may also be required <br /> depending on the manner in which work is conducted and types of habitats impacted. <br /> Authorizations from the USFWS and NMFS would be completed under an Endangered Species - <br /> Act Section 7 consultation between the wildlife agencies and the Corps. The consultation with <br /> NMFS would include an Essential Fish Habitat consultation pursuant to the Magnuson- Stevens <br /> Fishery Conservation and Management Act. <br /> HBG's recent work with the City of Redwood City and BKF Engineers on several improvement <br /> projects with similar environmental permitting requirements would be effective in obtaining <br /> authorizations in a cost effective timely manner for the Seaport Centre Rip -Rap Replacement <br /> Project. • <br /> J :U P Seaport Centre \Seaport RFQ I0- 27- 10.doc <br /> 1 !� <br />
