� 6.2A REPORT Page 1 To the Honorable Mayor and City Council From the Ci Mana er January 10, 2011 SUBJECT Water Connection and Service — 19 Don Court, in unincorporated San Mateo County, CA. RECOMMENDATION Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO) for extension of water service outside jurisdictional boundaries to 19 Don Court, in unincorporated San Mateo County, pursuant to Government Code Section 56133. BACKGROUND The property at 19 Don Court (APN 058-040-190) is developed with an existing single family home. This parcel is located outside of Redwood City's jurisdictional boundaries, but is within the city's sphere of influence and water service area. It is currently served by Redwood City's water system via a single connection. The owner of the parcel has applied to the County of San Mateo for approval ta subdivide the lot and create a new ' parcel. The owner of the parcel would like to construct a new single family home on the new parcel. As a condition of approval, San Mateo County requires that an additional water connection and service be secured to serve the proposed new residence. There is an existing 4-inch water main at the frontage of the property. The property owner is required to upgrade this existing water main to increase its size. The property owner has met the de facto obligation by submitting drawings and applying for a construction permit from the city for the required improvements to the water main. The extension of water service outside jurisdictional boundaries is not a common �� occurrence. The infrequent addition of a residential connection is not anticipated to have any significant impact on the city's total water allotment. Staff recommends that Council request LAFCO's approval to extend water service outside jurisdictional boundaries to the new parcel that will be created from the subdivision of 19 Don Court pursuant to Government Code Section 56133. LAFCO requires Council approval, by resolution, of requests that the city makes to LAFCO for new services. The proposed water service connection will serve the proposed single family residence at 19 Don Court. The service is subject to the following conditions and fees. 1. LAFCO approval of the application for the proposed water service connection; 2. Property owner's payment of the city's water service annexation fees when request is made for service; 3. Property owner's payment of LAFCo fees; 4. Property owner's payment for all expenses related to processing, constructing, and connection of the proposed 8-inch water main and fire hydrant. 5. After approval of the construction drawings by the San Mateo County Building Department and upon application for new water service, property owner's payment of all applicable Redwood City fees, including connection fees, associated with providing proposed water service.
