� 6.2A <br /> REPORT Page 1 <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> January 10, 2011 <br /> SUBJECT <br /> Water Connection and Service — 19 Don Court, in unincorporated San Mateo County, <br /> CA. <br /> RECOMMENDATION <br /> Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO) <br /> for extension of water service outside jurisdictional boundaries to 19 Don Court, in <br /> unincorporated San Mateo County, pursuant to Government Code Section 56133. <br /> BACKGROUND <br /> The property at 19 Don Court (APN 058-040-190) is developed with an existing single <br /> family home. This parcel is located outside of Redwood City's jurisdictional boundaries, <br /> but is within the city's sphere of influence and water service area. It is currently served <br /> by Redwood City's water system via a single connection. The owner of the parcel has <br /> applied to the County of San Mateo for approval ta subdivide the lot and create a new ' <br /> parcel. The owner of the parcel would like to construct a new single family home on the <br /> new parcel. As a condition of approval, San Mateo County requires that an additional <br /> water connection and service be secured to serve the proposed new residence. There <br /> is an existing 4-inch water main at the frontage of the property. The property owner is <br /> required to upgrade this existing water main to increase its size. The property owner <br /> has met the de facto obligation by submitting drawings and applying for a construction <br /> permit from the city for the required improvements to the water main. <br /> The extension of water service outside jurisdictional boundaries is not a common �� <br /> occurrence. The infrequent addition of a residential connection is not anticipated to <br /> have any significant impact on the city's total water allotment. <br /> Staff recommends that Council request LAFCO's approval to extend water service <br /> outside jurisdictional boundaries to the new parcel that will be created from the <br /> subdivision of 19 Don Court pursuant to Government Code Section 56133. LAFCO <br /> requires Council approval, by resolution, of requests that the city makes to LAFCO for <br /> new services. The proposed water service connection will serve the proposed single <br /> family residence at 19 Don Court. The service is subject to the following conditions and <br /> fees. <br /> 1. LAFCO approval of the application for the proposed water service connection; <br /> 2. Property owner's payment of the city's water service annexation fees when request <br /> is made for service; <br /> 3. Property owner's payment of LAFCo fees; <br /> 4. Property owner's payment for all expenses related to processing, constructing, and <br /> connection of the proposed 8-inch water main and fire hydrant. <br /> 5. After approval of the construction drawings by the San Mateo County Building <br /> Department and upon application for new water service, property owner's payment <br /> of all applicable Redwood City fees, including connection fees, associated with <br /> providing proposed water service. <br />
