- <br /> 6.2B <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> January 10, 2011 <br /> SUBJECT <br /> Regional Training and Development Consortium for Public Sector Agencies <br /> RECOMMENDATION <br /> Approve by resolution the City as a member of, and fiscal agent for, the Regional <br /> Training and Development Consortium, and authorize the City Manager to execute the <br /> membership agreement. <br /> BACKGROUND <br /> To increase efficiencies and reduce operating costs, and in support of Council's <br /> strategic initiative of innovative government operations, the Human Resources <br /> Department has played an integral role �n the development and implementation of a <br /> shared service model for staff training and development programs. In 2009, City and <br /> County human resources staff created a task force to defermine the viability of a <br /> consortium model. The City/County Manager's Association endorsed the task force's <br /> recommendation to plan and implement the Regional Training and Development <br /> Consortium, a collaboration of San Mateo County agencies. <br /> The goals of the Regional Training and Development Consortium are to: <br /> • develop and conduct training programs and development opportunities for all <br /> staff levels at the best price for member agencies; <br /> • gain efficiencies through an economy of scale and eliminate redundancy of <br /> similar work performed within agencies; <br /> • improve individual and organizational effectiveness by sharing knowledge and <br /> resources; <br /> � continue the focus on succession planning and development; and <br /> • improve budget forecasting for training needs. <br /> Specific benefits and expected outcomes of the consortium include: <br /> � expanded availabiliry of online programs through shared service agreements; <br /> • enhanced automation of staff development program and administration activities, <br /> including a consortium website and learning management system; and <br /> • establish partnerships with colleges for degree and certificate programs. <br /> A consortium Governing Board and working committee, which included members of the <br /> Redwood City Human Resources Department, were formed consisting of <br /> representatives of potential member agencies. To date, the Governing Board and <br /> working committee have accomplished the following: <br /> • Conducted a training needs assessment of potential consortium members to <br /> identify shared training needs to be included in the consortium.
