6.1A <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> January 10, 2011 <br /> SUBJECT <br /> Purchase of One Combination Sewer and Storm Drain Cleaning Truck <br /> RECOMMENDATION <br /> Approve by motion the purchase of one Vactor 2100 series combination sewer and <br /> storm drain cleaning truck in the amount of $363,206.00 from Maryland Industrial <br /> Trucks, Inc. of Linthicum, Maryland under the United States General Services <br /> Administration's multiple award schedule contract number GS-30E-1012H. <br /> BACKGROUND <br /> The Public Works Services Department currently has a 1998 model year combination <br /> sewer and storm drain cleaning truck which has exceeded its useful life, and is <br /> scheduled for replacement. Staff from the Fleet Division, along with staff from <br /> Wastewater Management Services Division developed vehicle specifications based on <br /> historical experience with similar type trucks and specific needs of the Department. After <br /> extensive research and manufacture demonstrations, staff selected the Vactor 2100 <br /> series sewer and storm drain cleaning truck because staff feels that this vehicle best <br /> meets the needs of the City. This combination cleaning truck will be used by the <br /> Sanitary Sewer Maintenance Section for their sewer main flushing program and by the <br /> Storm Drain Maintenance Section for suction cleaning of storm drain catch basins as <br /> required by the National Pollutant Discharge Elimination System (NPDES) permit. <br /> Vactor 2100 series trucks have the capability to clean storm drains, pipes, and catch <br /> basins by either using high pressure flushing and/or high suction vacuum. <br /> Staff from the Fleet Division also discovered through their research that the Vactor 2100 <br /> series sewer and storm drain cleaning truck is listed under the contract GS-30E-1012H <br /> with United States General Services Administration. Redwood City Code, Chapter 2— <br /> Administration, Article VII—Purchasing, Section 2.80 "Open Market Purchases", allows <br /> the City to realize cost savings by taking advantage of a contract equivalent to the <br /> competitive open market bid process. <br /> ALTERNATIVES <br /> Not approving the purchase of this combination sewer and storm drain cleaning truck <br /> would impact the operational requirements of the Public Works Services Department <br /> related to cleaning and flushing storm drains and sewer lines throughout the City. The <br /> existing truck requires significant repairs to the debris holding tank to ensure it is able to <br /> withstand the rigors of its daily use. These repairs are estimated at $45,000.00. In <br /> addition, the exhaust system of the existing combination truck requires extensive retro- <br /> fitting by no later than December 31, 2011 to meet the requirements of the California Air <br /> Resources Board (CARB) adopted Sections 2022 and 2022.1 of Title 13. Estimated <br /> cost to bring the current combination truck's exhaust system in compliance with CARB <br /> emission standards is $15,00�.00.
