Jill Dever Ekas <br /> Proposal to Prepare Mixed Use — Corridor Zoning Regulations <br /> December 6, 2010 <br /> Page 2 of 5 <br /> The Administrative Draft Mixed Use — Corridor Zone Regulations will be submitted electronically for City staff review. The City <br /> will be responsible for collecting all staff comment and creating a single "comment document" from which Hog le-lreland will <br /> revise the Administrative Draft Regulations once. <br /> Task 4. Planning Commission Study Session. Hogle- Ireland will conduct a study session with the Planning Commission to <br /> present the draft regulations. This will be a working session with the Commission; members of the development community, <br /> local property owners, and others will be invited to participate in the review and to give comment and ask questions. It is not <br /> anticipated that a comment matrix will be prepared as part of this study session. The City will be responsible for inviting <br /> members of the development community, property owners, and others as appropriate. It is anticipated that Lisa Brownfield <br /> will attend the study session. The City will be responsible for the preparation of all materials, staff reports, and study session <br /> logistics. <br /> Task 5. Public Review Draft Mixed Use — Corridor Zone Regulations. Hogle-lreland will revise the draft regulations once as <br /> directed by City staff to respond to comments made at the Planning Commission Study Session. This revised version will <br /> constitute the Public Review Draft Mixed Use - Corridor Zone regulations and will be submitted electronically to the City for <br /> reproduction and distribution. <br /> Task 6. Prepare CEQA documentation. Hogle-lreland anticipates that CEQA review will consist of an Addendum to the <br /> General Plan Final Environmental Impact Report. The Addendum will focus analysis on those issues directly relevant to <br /> creation of the Mixed Use - Corridor Zone: aesthetics (including shade and shadow), noise, public services, and utility /service <br /> systems. It is not anticipated that additional noise, traffic, or air quality studies will be required as part of this effort. The <br /> Addendum will be submitted electronically to City staff for review. The City will be responsible for compiling all staff <br /> comments into a single written document from which Hogle-lreland will revise the Addendum once. As we have discussed, <br /> Hogle- Ireland can provide other CEQA services, including an Initial Study and full environmental analysis. The City will be <br /> responsible for all document printing, distribution, and circulation; and any required newspaper or similar public notices. <br /> Task 7. Public Hearings. City staff will be responsible for the preparation of all materials for the public hearings. City staff <br /> will be responsible for attending hearings and conveying information and hearing notes to Hogle-lreland, Inc. to inform Hogle- <br /> Ireland of the City Council direction for Zone Regulations modifications. <br /> Task 8. Final Mixed Use - Corridor Zone Regulations. Hogle-lreland will prepare a Final Mixed Use — Corridor Zone <br /> Regulations incorporating changes made during the public hearing process. It will be submitted electronically for City review. <br /> The City will be responsible for compiling all comments into a single "comment" document from which Hogle- Ireland will <br /> make final changes. <br /> Optional Task A. Hogle- Ireland Prepares Graphics. If the City determines that it would prefer Hogle-lreland to prepare the <br /> Mixed Use - Corridor Zone Regulations graphics, Mr. Phillips will lead a graphics team in the preparation of those graphics. <br /> This option will be invoiced on a time - and - materials basis. This option will be exercised upon written authorization from the <br /> City of Redwood City's Mixed Use - Corridor Zoning Regulations project manager or other appropriate City staff member. <br /> All work products will be prepared and provided to the City in Microsoft Word, with graphics files prepared as either Illustrator or <br /> Arc GIS documents. All work products will be submitted to the City in an electronic format. The City will be responsible for the <br /> reproduction and distribution of all work products. <br /> The matrix on the attached page indicates the estimated costs associated with each task. We will bill on a time- and - materials <br /> basis. <br />
