8.A <br /> REPORT Page 1 <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 24, 2011 <br /> SUBJECT <br /> Building Codes Ordinance <br /> RECOMMENDATION <br /> 1. Conduct a public hearing and second reading on adoption of the building codes <br /> ordinance. <br /> 2. Adopt the building codes ordinance with necessary local amendments and the <br /> resolution on local conditions with the Finding of Facts, and waive further reading of <br /> the full ordinance. <br /> BACKGROUND <br /> This report addresses the adoption of building codes, which was introduced on <br /> December 6, 2010. There is a companion report and ordinance for adoption of the fire <br /> code. This report is identical to the December 6, 2010 report, with the exception of the <br /> recommendation and publishing information as a result of the City Council's introduction <br /> of the ordinance. The Board of Building Review recommends adoption of the building <br /> codes ordinance along with the fire code ordinance. <br /> The Board of Building Review is appointed by the City Council to review the updating of <br /> the city's building codes including suggested local amendments and to provide <br /> recommendations to the Cit Council ertinent to the ado ti n <br /> y p p o of such codes. The <br /> Board has also reviewed the updating of the city's fire code. The California Building <br /> Standards Commission, appointed by the Governor, selects model codes to fo�rn the <br /> basis of the California Building Codes, processes state amendments, and establishes <br /> the efFective date of the California Building Codes, known as Title 24. Local jurisdictions <br /> are required to enforce Title 24 for certain occupancies and types of buildings. Local <br /> jurisdictions may adopt codes for the other occupancies and building types, for <br /> administrative matters, and also adopt amendments to Title 24 based on local climatic, <br /> geological, or topographical conditions. The model codes are continually updated and <br /> then republished every three years, which triggers this state and local code adoption <br /> process. This adoption cycle is significant since California has elected to adopt a <br /> mandatory California Green Building Standards Cade (CAL Green) and the International <br /> Residential Code as the basis for the California Residential Code. The effective date of <br /> the state codes is January 1, 2011. If adopted on January 24, 2011 as scheduled, the <br /> effective date of the Redwood City codes is February 23, 2011. <br /> The Board of Building Review recommends the adoption of the following codes, in <br /> addition to readopting the current Redwood City amendments, which are necessary due <br /> to local climatic, geological, or topographical conditions such as the Younger Bay Mud <br /> soil. <br /> a) 2010 Califomia Building Code; <br /> b) 2010 California Residential Code; <br /> c) 2010 California Fire Code (covered in the fire code adoption ordinance); <br /> d) 2009 International Property Maintenance Code; <br /> e) 2010 California Plumbing Code; <br /> f) 2010 California Mechanical Code; <br /> g) 2010 California Electrical Code; and <br /> h) CAL Green will be enforced along with the current Redwood City Green Building <br /> Code <br />
