Final Environmental Impact Repo�t <br /> Adopt a Resolution to Certify the Final Environmental Impact Report (Final EIR) <br /> prepared for the Downtown Precise Plan; to make Findings regarding Mitigation <br /> Measures and Alternatives; to Adopt a Statement of Overriding Considerations; and <br /> to Adopt the Mitigation Monitoring and Reporting Program (MMRP) prepared for the <br /> project. (Attachment 1) <br /> 2. Downtown Precise Plan <br /> Adopt a Resolution to approve the Downtown Precise Plan including approval of the <br /> most appropriate Maximum Allowable Development (M.A.D) cap and alternatives. <br /> Staff and the Planning Commission specifically recommends that the City Council <br /> consider ElR Alternatives 4(Revised Maximum Allowable Development caps) and 5 <br /> (Revised Historic Resources Preservation Regulations) which allow for revised <br /> development caps and greater regulation pertaining to historic resources, and other <br /> amendments as deemed appropriate. Refer to Alternatives 4 and 5 replacement <br /> pages. (Attachments 2 and 5) <br /> 3. General Plan Amendment <br /> Adopf a Resolution to amend the General Plan as follows: <br /> i Amend the land use designation of certain properties generafly located <br /> immediately outside and south of the Downtown Precise Pian area from <br /> "Mixed Use — Downtown" ta "Residential — High Density" and from "Mixed <br /> Use — Downtown" to "Residential — Medium Density Residential"; <br /> ii. Amend the General Plan land use designatians of two parcels near the <br /> intersections of Bradford St. /Main St. and Bradford St. /Walnut St. from <br /> "Mixed Use — Downtown" to "Hospital"'; and <br /> iii. Amend the Mixed Use — Downtown definition General Plan text as appropriate <br /> so that the Development Standards in the General Plan and Downtown <br /> Precise Plan are consistent with those development standards recommended <br /> for approval by the Planning Commission.
