8.0 <br /> Page 5 <br /> • Alternative 7: Alternative DTPP Location. Per the Court's direction, the <br /> staff/consultant team undertook a rigorous and careful study of possible alternative <br /> sites for the DTPP. After consideration and analysis, staff concluded that there were <br /> no reasonable alternatives to the site that would feasibly attain the basic project <br /> objectives. Because the City is already substantially developed, there are no specific <br /> sites of adequate size (55 to 75 acres) and general sustainable character similar to <br /> the Downtown elsewhere in the City (e.g. adjacent to existing or planned local and <br /> regional transit facilities within an established downtown environment provided with <br /> infrastructure, services, and utilities). <br /> Section 15126(c) of the CEQA Guideiines explains that among the factors that may <br /> be used to eliminate alternatives from detailed consideration in the EIR includes the <br /> failure to meet the basic project objectives. The primary purpose of the DTPP is to <br /> establish a land use plan and associated development standards and regulations for <br /> the appropriate development and protection of the City's downtown district. An <br /> alternative to the project that focused on a different location in Redwood City would <br /> not implement the City's most basic objective which is to focus on downtown <br /> revitalization and utilization of the unique transportation and concentration of <br /> services that would support regional and local objectives for sustainable infill <br /> development. <br /> Please refer to pages 19-1 to 19-12 of the EIR for more information and discussion of <br /> Alternatives. Attachment 5 includes rep(acement pages for the draft DTPP that could <br /> be incorporated to implement any of the viable alternatives, 2, 3, 4, and �. It is possible <br /> that a combination of the alternatives could be considered and in fact, staff recommends <br /> a combination of Alternatives 4 and 5. The Planning Commission requested a matrix to <br /> clarify how the various alternatives could be combined. An Alternative Combination <br /> Matrix was prepared and is attached {see Attachment 7). <br /> Downtown Precise Plan <br /> In addition to preparing a new EIR, the DTPP has been redrafted to address the same <br /> Court related issues, and to further strengthen the DTPP based on lessons learned <br /> while the original DTPP was in effect. In doing so, staff took advantage of the <br /> apportunity to improve and simplify key aspects of the document. This included the <br /> incorporation of a shadow policy and a clearly stated and highly detai{ed set of historic <br /> resource preservation regulations. This action has resulted in a plan which is easier to <br /> use for community members, property owners, and staff, while also remaining faithful to <br /> the vision and goals of the origina( plan adopted by the Council. Through the use of <br /> ciear graphics and charts, the new DTPP better outlines the process and guidelines <br /> necessary to develop projects in the downtown. The rules for development are more <br /> clearly s#ated and less ambiguous providing applicants with a greater degree ofi <br /> certainty. <br /> Highlights of changes to the new DTPP include: <br /> • lnclusion of a completely rewritten Historic Resources Preservation Section in Book <br /> II which identifies all historic resources in the DTPP area, applies thorough <br /> 5 <br />
