8.0 <br /> Exl�i�B� '� <br /> � ' <br /> 11 Noise and Vibration ' <br /> Impact 11-1. Exposure to Noise Levels Exceeding Standards. The accupants <br /> of new multifamily residential development within the DPP area could be exposed to <br /> noise levels in excess of City General Plan Noise Element land use/noise <br /> compatibility guidelines and State Title 24 standards. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 11-17 to 11-20 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 11-1 (p. 11-20 <br /> of the DEIR is hereb ado ted and will be im lemented as rovided in the Miti ation <br /> ) Y P P P � <br /> Monitoring and Reporting Program. <br /> c) Findings. Based on the FEIR and the entire record before the City, <br /> the City Council finds that Mitigation Measure 11-1 (pages 11-20 to 11-21 of the DEIR), <br /> will reduce this impact to a less than significant level because it will require that prior to <br /> the issuance of building permits for proposed new multifamily residential projects, noise <br /> studies consistent with the requirements of the California Building Code, and as approved <br /> by the City's Building Inspection Division, be conducted to identify noise reduction <br /> measures necessary to achieve compatibility with City Noise Element guidelines (55 <br /> dBA CNEL at sensitive exterior spaces) and Title 24 standards (45 dBA CNEL within <br /> residential units). <br /> Impact 11-2. DPP-Related Permanent Ground-Borne Vibration Impacts. <br /> Development under the proposed DPP would not be expected to introduce any <br /> permanent new sources of signif cant ground-borne vibration. However, the Draft <br /> DPP would permit new multifamiIy residential development within 100 feet of the <br /> Caltrain or California High-Speed Rail tracks. Ground-borne vibration levels are <br /> typically less than the FTA criteria for frequent events (72 VdB) at a distance of <br /> approximately 100 feet or more from the centerline of the nearest tracks. However, <br /> wheare new residential or other vibration sensitive uses are proposed within 100 feet <br /> or less of the nearest tracks, a potentially significant intermittent vibration impact <br /> could occur. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 11-17 to 11-20 and 11-22 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 11-2 (p. 11-23 <br /> of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br /> Monitoring and Reporting Program. <br /> c) Findings.
