Findings Regarding Alternatives Analyzed in the FEIR
In light of the City's goals and objectives for the Project, and given that the
Project is expected to result in certain significant environmental effects even after the
implementation of alI feasible mitigation measures, the City hereby makes the following
findings with respect to its adoption of the modified Downtown Precise Plan proposed by
the Planning Commission, which consists of the proposed project described in the EIR, as
modified by the changes described as Alternative 4 and Alternative in the EIR.
1. Alternative 1-- No Project Alternative
a) Findings. The No Project Alternative is described and discussed
at pages 19-2 and 19-18 to 19-20 of the Draft EIR. The No Project Alternative is hereby
rejected because (a} it would not avoid or substantially lessen any of the proposed DPP's
significant effects and (b) it is infeasible because it would not achieve the City's goals
and objectives for the Project.
b) Explanation. The No Project Alternative is
described and discussed at pages 19-2 and 19-18 to 19-20 of the Draft EIR. This
alternative assumes that the new DPP would not be adopted and that the City's cunent
zoning standards and regulations for the downtown area would remain in effect (subject
to minor amendments to achieve consistency between current zoning and the newly-
adopted 2010 General Plan). As a result, existing development patterns would largely
remain intact and there would be no substantial changes in land use, density, or intensity
patterns within the plan area.
S:1RF..SOLl1TI0IS`12eso. 2092 CEQA Findings Yor DPP F.xhibit B.doc 50
012011
