8.0
ExiH3
and the relative lack of downtown offce space. By changing the mix of proposed new
office and retail uses in this manner, the modified Downtown Precise Plan would be
expected to more effectively encourage investment downtown and better produce a more
vibrant and robust economy in Redwood City. In addition, the increased historic
resource protections offered by the modified Downtown Precise Plan would be expected
to better achieve the City's goals of encouraging and promoting the preservation of the
City's historic resources, and creating a visually appealing and memorable Downtown
through the restoration and re-use of historic buildings, while preserving the Downtown's
historic character.
In sum, because the modified Downtown Precise Plan would not increase the nwmber or
severity of any of the anticipated significant effects of the proposed project described in
the EIR, would reduce the severity of certain environmental effects, and would better
achieve the City's goals and objectives for the downtown than the plan described as the
project in the EIR, the City declines to adopt the Downtown Precise Plan described as the
project in the EIR, and instead adopts a modified version of the Downtown Precise Plan
that incorporates the changes described as Alternatives 4 and 5 in the EIR (referred to in
these Findings as the "Project").
V. Statement of Overriding Considerations.
Pursuant to Public Resources Code Section 21081 and Section 15093 of the
CEQA Guidelines, this City Council adopts and makes the following Statement of
Overriding Considerations regarding the remaining significant unavoidable impacts of
the Project, as discussed above, and the anticipated economic, social and other benefits of
the Proj ect.
I The City finds and determines that: (i) the majority of the significant
impacts of the Project will be reduced to less than significant and acceptable levels by the
mitigation measures described in the EIR and approved and adopted by these Findings;
(ii) the City's approval of the Project will result in certain significant adverse
environmental effects that cannot be avoided even with the incorporation of all feasible
mitigation measures into the Project; and (iii) there are no other feasible mitigation
measures or feasible Project alternatives that would avoid or substantially lessen the
remaining significant environmental effects. The significant effects that have not been
mitigated to a less than significant level and are therefore considered significant and
unavoidable are:
• Impact 7-2: Impacts of Development on Properties that Contain Historic
Resources
• Impact 9-1: Project Impact on El Camino Real/Whipple Avenue
Intersection
• Impact 9-2: Project Impact on EI Camino ReaUJefferson Avenue
Intersection
S:1RES01.UT[ONS1Reso. 2092 CL=QA Pindings for DPP Ezhibit B.doc 56
012011
