pTTACHMENT � <br /> district for the Franklin Street Apartments; they need to go through and make sure they <br /> have the right zoning. <br /> Dan Zack concluded his PowerPoint presentation with the following: <br /> • TONIGHT'S RECOMMENDED ACTIONS <br /> • Adopt a Resolution of Intention to amend the General Plan land use map and <br /> text. <br /> • Recommend the following to the City Council: <br /> - Adopt a Resolution to certify the Final EIR. <br /> - Adopt a Resolution to approve the DTPP: <br /> • Selection of MAD caps (Project, Alt 2, or Alt 4) <br /> • Alternative 5 <br /> • Any other amendments deemed necessary by the Commission <br /> - Adopt a Resolution to amend the General Plan land use map and text. <br /> - Adopt a Resolution to rezone the DTPP Area from its current zoning <br /> designations to the "Planned Community DistricY' (P). <br /> COMMISSION QUESTIONS <br /> Commissioner Radcliffe asked on Alternative 5, if they have a problem with a building <br /> and they want to make an exception, was this a difficult process. <br /> Dan Zack stated that the specifics of that process were laid out on page 30, at the very <br /> bottom middle column. He stated that there would need to be findings made that <br /> building conditions warranted consideration of exceptions, then an evaluation would be <br /> made by a qualified preservation professional that the way they are going about it is <br /> compliant with the Secretary of the Interior standards, then it would need to go before <br /> the HRAC for their recommendation, and then the final determination on whether it was <br /> appropriate would be made by the Planning Commission. <br /> Commissioner Radcliffe stated that she does not want to make it too difficult in case <br /> there is a building in their historic area where it would cost more to save the whole thing <br /> versus saving just the faced and then it stays empty. She asked if they are going a little <br /> too conservative. <br /> Dan Zack stated that if there was a situation where that was the case, then they have an <br /> opportunity to make the case to the Commission. <br /> Commissioner Bondonno asked about modification of MAD caps and what the process <br /> is, how it would be triggered and what steps would be taken. <br /> Dan Zack stated that the EIR before the Commission tonight was based on the current <br /> MAD caps, and to go beyond that would require an additional review. <br /> Commissioner Bondonno asked what data was looked at to justify the recommended <br /> changes in Alternative 4, in moving into the future. <br /> Jill Ekas stated that they had been doing quarterly vacancy inventories downtown for the <br /> past two years. She further stated that some of the particular buildings that have been <br /> vacant during the entire two-year period were actually vacant for a significant period of <br /> Page 5 of 13 <br />
