6.2A '� REPORT To the Honorable Mayor and City Councii From the Cit Mana er January 24, 2010 SUBJECT Grant Funding Agreement with the Association of Bay Area Governments (ABAG) to participate in the Bay Area-Wide Trash Capture Demonstration Project RECOMMENDATION By resolution, authorize the City Manager to enter into an agreement with ABAG and accept grant funding as part of the Bay Area-Wide Trash Capture Demonstration Project. BACKGROUND In October 2009, the San Francisco Bay Regional Water Quality Board adopted a new five year National Pollutant Discharge Elimination System (NPDES) Permit No. CAS612008 the Municipal Regional Stormwater Permit (MRP), Board Order R2-20Q9- 0074. City of Redwood City, along with many other Bay Area agencies, began implementation of the MRP provisions on December 1, 2009. Provision C.10 of the MRP, titled "Trash Load Reduction" requires the city to take actions that will reduce the trash Ioading from the storm sewer system to 40% by 2014, 70% by 2017, and 100% by 2022. Further, Provision C.10 of the MRP requires municipalities to install and maintain a minimum number of full trash capture devices by July 1, 2014 to treat an area equivalent of 30% of the Retail/Wholesale land that drains to the municipal storm sewer system. For Redwood City, this means that 93 acres must be retrofitted with full trash capture devices to meet the requirement. Also in October 2009, the San Francisco Estuary Partnership (SFEP) was awarded $5 million dollars in federal funds through the American Recovery and Reinvestment Act of 2009 (ARRA) to support the Bay Area-Wide Trash Capture Demonstration Project. The Project's purpose is to allow municipalities to test different types of full trash capture devices, assist in compliance with the MRP requirements, and allow municipalities to share information and experiences with the devices selected. The project is managed by staff of the SFEP, under the auspices of the ABAG. Authorizing the proposed Agreement for grant funding through ABAG will provide the City with a portion of the funds needed to install full trash capture devices, as required by the MRP. Currentfy, the minimum allocation of grant funds to Redwood City is $66,067; however that amount could increase as other agencies opted out of the Project and those additional funds are reallocated. Staff recommends approval of the proposed contract with ABAG to assist in compliance with the City's stormwater NPDES permit Provision C.10 requirement. ALTERNATIVES City Council can decline to authorize the City's participation in the Demonstration Project and seek other methods to finance full trash capture devices and meet the trash capture device requirements under the MRP.
