Therefore, the impacts of the DPP on <br /> the visual character of the downtown area will be less than significant. <br /> Impact 6b. Light and Glare Impacts. Future development within the DPP <br /> area, and an expected overall increase in the intensity of development in the <br /> area, would result in additional lighting and increased light emanating from <br /> the area. The required compliance with Title 24 lighting power allowances <br /> will adequately control unnecessary brightness of lighting, debilitating glare, <br /> and sky glow. Therefore, the light and glare impacts of the DPP are less than <br /> significant. <br /> Impact 6c. Shadow Impacts. The DPP would allow taller buildings in some <br /> parts of the downtown, particularly at the center of the DPP area, increasing <br /> allowed heights by up to 3 stories or 36 feet to a maximum height of 12 <br /> stories. The potential development of new, taller buildings could result in an <br /> increase in shadows cast by development. However, extensive and detailed <br /> studies conducted by the City regarding potential shadow impacts demonstrate <br /> that full build -out permitted by the DPP to the maximum building envelopes <br /> allowed by the Plan's regulations would not cause any shadow - sensitive uses <br /> and spaces to be more than 50 percent in shadow at 12:00 p.m. PST on the <br /> Spring Equinox, and thus would not substantially degrade the quality of the <br /> light and shadow environment nor cause substantial adverse effects on human <br /> beings. Therefore, the shadow impacts of development under the DPP are less <br /> than significant. <br /> 8 Public Services <br /> Impact 8a. Police Facility Needs. The realization of full build -out under <br /> the DPP could increase demand for police services and potentially require the <br /> construction of new facilities. However, the DPP itself is a planning <br /> document which does not approve or permit any new development. Until <br /> future development projects are proposed, assessment of these needs would be <br /> speculative. In addition, the DPP does not approve the construction of new <br /> police facilities. This impact is therefore less than significant. <br /> Impact 8b. Fire and Emergency Medical Service Facility Needs. <br /> Anticipated build -out of downtown under the proposed DPP would increase <br /> demand for fire protection services, could create the need for additional fire <br /> protection personnel, equipment and facilities. However, the DPP itself is a <br /> planning document which does not approve or permit any new development. <br /> Until future development projects are proposed, assessment of these needs <br /> would be speculative. In addition, the DPP does not approve the construction <br /> of new facilities. This impact is therefore less than significant. <br /> Impact 8c. Parks and Recreational Facilities Impacts.
