01/24/2011 <br /> Exhibit B <br /> the City Council finds that Mitigation Measure 7 -4 would reduce the impacts of <br /> development of properties adjacent to historic districts to a less than significant level <br /> because it would require each proposed discretionary development project adjacent to a <br /> historic resource to be reviewed by a qualified architect or architectural historian for its <br /> potential impacts on the adjacent historic resource, and any site and architectural design <br /> modifications identified through this review process as necessary to avoid a "substantial <br /> adverse change" in the significance of the historic resource and protect its continued <br /> eligibility for listing on the California Register shall be required as conditions of project <br /> approval. <br /> Impact 7 -5: Impacts on Paleontological Resources. Future development <br /> activities in the DPP area involving earth - moving and, in particular, deep grading <br /> activity, could potentially disrupt, alter or eliminate as -yet undiscovered <br /> paleontological resources. This would be a potentially significant impact. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on page 7 -41 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 7 -5 (p. 7 -41 <br /> of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br /> Monitoring and Reporting Program. <br /> c) Findings. Based on the FEIR and the entire record before the City, <br /> the City Council finds that Mitigation Measure 7 -5 would reduce the impacts on <br /> paleontological resources to a less than significant level because it would require that <br /> prior to the issuance of grading or demolition permits, the City, in coordination with a <br /> qualified paleontologist, shall assess individual development project proposals within the <br /> DPP area for the potential to destroy or damage unique paleontological resources. Should <br /> the paleontologist determine that the proposal has the potential to damage paleontological <br /> resources, the paleontologist shall provide to the City detailed procedures for the <br /> avoidance or preservation of these resources, or for complete data recovery concerning <br /> the resources. <br /> 8 Public Services <br /> Impact 8 -1: Emergency Response and Evacuation Impacts. Traffic from <br /> future development under the DPP would create additional traffic congestion on <br /> local roads, possibly interfering with emergency response or evacuation of the area <br /> by the RCPD, and thereby indirectly interfering with emergency response or <br /> evacuation plans. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on page 8 -3 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 8 -1 (p. 8 -3 of the DEIR) <br /> is hereby adopted and will be implemented as provided in the Mitigation Monitoring and <br /> U:\Resolutions\2011 \Reso 15086 Exhibit B.doc 22 <br /> 012011 Reso. # 15086 <br /> Muff #601 <br />
