01/24/2011
Exhibit B
(iii) Overriding Considerations. The environmental, social,
economic and other benefits of the DPP override the significant adverse impacts
of the DPP relating to the cumulative traffic impacts described above, as set forth
in the Statement of Overriding Considerations below.
Impact 9 -24. Cumulative Impacts on Freeway Ramp Operations. Under
Cumulative With Project conditions, the US 101 to Woodside Road diagonal
freeway ramp would operate at an unacceptable LOS F in both the AM (VIC ratio
1.23) and PM (VIC ratio 1.18) peak hour.
a) Potential Impact. The impact identified above is described and discussed
on pages 9 -77 to 9 -78 of the DEIR.
b) Findings. Based on the FEIR and the entire record before the City, the
City Council finds that:
(i) Mitigation Measures. Mitigation of the project contribution to
this cumulative impact on this freeway ramp would require extensive
reconstruction of this interchange. The SMCTA and the City of Redwood City are
investigating possible interchange improvements, with ongoing studies to
determine the best design. However, any improvements to US 101 interchanges
are within the responsibility and jurisdiction of Caltrans, and can and should be
adopted by Caltrans. Because implementation of this mitigation measure is
outside of the City's jurisdiction, it is deemed infeasible and therefore this impact
is deemed to be significant and unavoidable.
(ii) Remaining Impacts. Because there are no feasible mitigation
measures available to mitigate the significant impact identified above, this impact
is considered significant and unavoidable.
(iii) Overriding Considerations. The environmental, social,
economic and other benefits of the DPP override the significant adverse impacts
of the DPP relating to the cumulative traffic impacts described above, as set forth
in the Statement of Overriding Considerations below.
11 Noise and Vibration
Impact 11 -1. Exposure to Noise Levels Exceeding Standards. The occupants
of new multifamily residential development within the DPP area could be exposed to
noise levels in excess of City General Plan Noise Element land use /noise
compatibility guidelines and State Title 24 standards.
a) Potential Impact. The impact identified above is described and discussed
on pages 11 -17 to 11 -20 of the DEIR.
b) Mitigation Measures. FEIR Mitigation Measure 11 -1 (p. 11 -20
of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation
U:\Resolutions\2011 \Reso 15086 Exhibit B.doc 40
012011 Reso. # 15086
Muff #601
