01/24/2011
Exhibit B
Impact 11 -3. DPP - Related Temporary Construction Ground -Borne
Vibration Impacts. Demolition and construction activities in the DPP area could
generate substantial temporary ground -borne vibration (e.g., from pile driving)
exceeding standard vibration thresholds, which could interfere with normal
activities or cause a nuisance for or damage to adjacent properties.
a) Potential Impact. The impact identified above is described and discussed
on pages 11 -23 to 11 -24 of the DEIR.
b) Mitigation Measures. FEIR Mitigation Measure 11 -3 (p. 11 -25
of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation
Monitoring and Reporting Program.
c) Findings. Based on the FEIR and the entire record before the City,
the City Council finds that Mitigation Measure 11 -3 (page 11 -25 of the DEIR), will
reduce this impact to a less than significant level because it will impose conditions of
approval on all future projects involving demolition and construction activities. Those
conditions will: restrict the hours during which vibration - generating activity is permitted;
require written notice of projected construction schedules be provided to affected
occupants; require steps to minimize the number of percussions during pile- driving;
require monitoring of pile - driving vibrations to ensure they do not exceed appropriate
thresholds; and require pre - construction site surveys to document the condition of any
historic structure located within 200 feet of pile driving activities.
Impact 11 -4. Temporary Construction Noise Impacts. Demolition and
construction activities within the DPP area could temporarily increase noise levels
at nearby residential and commercial receptors. Noise levels at 50 feet from the
demolition or construction equipment source could reach approximately 105 dBA,
resulting in intermittent interference with typical residential and business activities,
and exceeding the City's land use /noise compatibility guidelines.
a) Potential Impact. The impact identified above is described and discussed
on pages 11 -25 to 11 -28 of the DEIR.
b) Mitigation Measures. FEIR Mitigation Measure 11 -4 (p. 11 -28
of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation
Monitoring and Reporting Program.
c) Findings. Based on the FEIR and the entire record before the City,
the City Council finds that Mitigation Measure 11 -4 (page 11 -28 of the DEIR), will
reduce temporary construction noise impacts to a less than significant level because it
will require conventional construction - period noise abatement measures as conditions of
approval for all future projects involving demolition and construction activities.
12 Air Quality
Impact 12 -1. Toxic Air Contaminant and PM2. Exposure Impacts. Future
U: \Resolutions\2011\Reso 15086 Exhibit B.doc 42
012011 Reso. # 15086
Muff #601
