01/24/2011 <br /> Finding 6: That the Port of Redwood City is a major transportation hub <br /> for highly toxic and hazardous materials by rail, highway, and water. U.S. <br /> Highway 101 is a major north -south traffic corridor through the city. It is a <br /> designated route for the transportation of hazardous materials and hazardous <br /> waste. In addition, the Union Pacific Railroad has a major north -south rail line <br /> traversing the city with a spur line to the port. <br /> The potential for release or threatened release of a hazardous materials <br /> along one of these routes is highly probable given the volume transported daily. <br /> Incidents of this nature will normally require all available emergency response <br /> personnel to prevent injury and loss of life and to prevent, as far as practicable, <br /> property loss. Emergency personnel responding to such aforementioned <br /> incidents may be unduly impeded and delayed in accomplishing an emergency <br /> response as a result of this situation, with the potential result of undue and <br /> unnecessary risk to the protection of life and public safety and, in particular, <br /> endangering residents and occupants in buildings or structures without the <br /> protection of automatic fire sprinklers. <br /> The aforementioned problems support the imposition of fire- protection and <br /> life- safety requirements greater than those set forth in the 2010 Edition of the <br /> California Fire Code. <br /> SUMMARY: As a result of the finding of facts which identifies the various <br /> climatic, geographical, and topographical elements, those additional <br /> requirements as specified in the amendments to the adopting ordinance for the <br /> 2010 Edition of the California Fire Code by the City of Redwood City are <br /> considered reasonable and necessary modifications.
