6.4A <br /> Paye 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 7, 2011 <br /> SUBJECT <br /> Ordinance amending Sections 14.1, 14.13, 14.15 and 14.25 and repealing Sections <br /> 14.7 and 14.8 of the Redwood City Municipal Code. <br /> RECOMMENDATION <br /> Introduce an ordinance amending Sections 14.1, 14.13, 14.15 and 14.25 and repealing <br /> Sections 14.7 and 14.8 of the Redwood City Municipal Code to remove outdated <br /> information and update definitions used in these sections <br /> BACKGROUND <br /> Some of the terms and definitions in the existing Municipal Code have become out of <br /> date due to the new solid waste and recyclables collection franchise agreement with <br /> Recology San Mateo County. For example, prior to January 1, 2011, kitchen waste and <br /> food scraps were not considered recyclable item, but with the new collection agreement, <br /> food scraps and kitchen waste are permitted to be discarded with other organic <br /> materials in the yard waste container. The proposed Code revision includes food <br /> scraps and kitchen waste with other organic matter. <br /> As a result of the new franchise agreement, carts are to be placed curbside or street <br /> side so as to be readily accessible for removing and emptying by the collection vehicles. <br /> Previous versions of the Municipal Code prohibited the placement of carts on the street <br /> or adjacent to the curb. <br /> Reference to "spring and fall cleanups" has been removed. Single and Multi Family <br /> dwellings are now allowed two on -call bulky item collection events per year. Additional <br /> minor changes have been made to other definitions in the ordinance. <br /> Finally, Sections 14.7 and 14.8, referring to garbage that is to be fed to animals, are no <br /> longer germane and should be removed from the Municipal Code. <br /> ALTERNATIVES <br /> The City Council could choose not to authorize this amendment to the Redwood City <br /> Municipal Code, however this course of action would leave the Code with inaccurate <br /> definitions and would be in conflict with the Franchise Agreement already in place with <br /> Recology. <br /> FISCAL IMPACT <br /> There is no financi. impa. with approval of this Ordinance revision. <br /> Evan Boyd Robert B.
