6.1D <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 7, 2011 <br /> SUBJECT <br /> Professional Services Agreement with David Powers and Associates for the 2580 El Camino <br /> Real (Mel's Bowl site) Project <br /> RECOMMENDATION <br /> Approve an agreement for environmental consulting services with David Powers and Associates <br /> for preparation of the 2580 El Camino Real (Mel's Bowl site) Project Environmental Impact <br /> Report (EIR). <br /> BACKGROUND <br /> Urban Housing Group proposes to develop the property located at 2580 El Camino Real (Mel's <br /> Bowl site) with a 149 unit, multi - family residential project consisting of 105 one - bedroom and 44 <br /> two - bedroom units that would range in size from 710 to 1,340 square feet. The proposal is <br /> consistent with the City's new Mixed -Use Corridor General Plan designation for the site which <br /> allows housing to be developed at up to 60 units /acre. The project is also consistent with the <br /> City's recently certified Housing Element that has identified the site for housing development. <br /> The City has already begun preparing zoning amendments to bring the site's existing commercial <br /> zoning designation into conformance with its newly approved General Plan and Housing <br /> Element. The anticipatedtime frame to complete project approvals is approximately ten months. <br /> Planning staff and the applicant have determined that an EIR is necessary for the project. Staff <br /> recently issued Requests for Proposals (RFP) to three environmental consulting firms. All three <br /> environmental consulting firms responded to the RFP. The proposals were scored according to <br /> the following criteria: 1) understanding of the project scope; 2) experience; 3) project <br /> management; and 4) budget and schedule. David Powers and Associates had the highest score <br /> in all of the categories and is staffs preferred consultant for this project. Their proposal, including <br /> sub - consultant work, is in the amount of $84,140. In addition to the contract amount, a 15 <br /> percent contingency of $12,621 is proposed. The contingency would be used only if absolutely <br /> necessary to respond to unanticipated challenges in a time - efficient manner to maintain work <br /> quality and schedule. Staff is requesting that the City Council grant the interim City Manager or <br /> his designee the authority to utilize the contingency fund as needed to complete the project. <br /> ALTERNATIVE <br /> Do not authorize execution of an agreement with David Powers and Associates and direct staff <br /> to seek additional consultant proposals. <br /> FISCAL IMPACT <br /> None. Pursuant to the City's Cost Recovery Program, the developer would pay for all costs <br /> associated with the EIR. <br /> 1 <br />
