6.2A <br /> REPORT Page 1 <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 7, 2011 <br /> SUBJECT <br /> Final Acceptance — Sanitary Sewer Pump Station No. 12 Improvements Project <br /> RECOMMENDATION <br /> Accept, by motion, the Sanitary Sewer Pump Station No. 12 Improvements Project and <br /> authorize the release of bonds and retention according to city procedures. <br /> BACKGROUND <br /> On April 12, 2010, Council awarded the construction contract for the rehabilitation of <br /> Sanitary Sewer Pump Station No. 12 to Casey Construction, Inc. The pump station is <br /> located near the intersection of Marine Parkway and Shell Parkway in Redwood Shores. <br /> The wastewater flows from this pump station is conveyed by multiple pump stations from <br /> the northwest quadrant of Redwood Shores. Pump Station No. 12 is an intermediate <br /> facility that delivers wastewater to Pump Station No. 10 which then pumps to South <br /> Bayside System Authority (SBSA) wastewater treatment plant. Rehabilitation of this <br /> pump station improved pumping efficiency, ease of operation, the safety of the facility, <br /> and increased the wet well volume for storage. A permanent emergency standby engine <br /> generator was included in the design to replace a portable engine generator to ensure <br /> continuous service of the pump station in the event of power failure, larger pumps and <br /> up to date control system were installed, and the new design eliminated maintenance <br /> activities in confined space. Construction started in May 2010 and was completed within <br /> one hundred thirty (130) calendar days (as scheduled) in September 2010. This <br /> acceptance was delayed pending the contractor's submission of the final progress <br /> payment for approval received in December 2010. <br /> The contract was awarded for a base bid of $420,325.00. The project was successfully <br /> completed in accordance with the plans and specifications. Change orders were issued <br /> totaling $29,918.43. The final contract amount is $450,243.43 which is 7.11% more than <br /> the initially awarded contract amount. Change orders resulted from additional work <br /> required to remove existing embedded electrical conduit and pipe flanges exposed <br /> during deconstruction that were not shown on the record drawings, and to remove <br /> existing concrete encasement and hinge slab that were not shown on the record <br /> drawings, and for additional grading and paving work to the area surrounding the pump <br /> station and valve vault. <br /> ALTERNATIVES <br /> Council may choose not to accept the project and /or to authorize the release of bonds <br /> and retention which would be contrary to the terms of the contract, prior Council action, <br /> and the public contracting code. <br /> FISCAL IMPACT <br /> Sufficient funding for this construction agreement was previously approved as Sewer <br /> Fund Capital Projects — Pump Station 12 Renovation. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that acceptance of Sanitary <br /> Sewer Pump Station No. 12 Improvements Project does not constitute a Project as <br /> defined under CEQA. <br />
