general conditions thus benefiting the general public and that no other reasonable means of providing said modifications are available to the community and that the aforesaid use to which the property is to be applied, i.e., for improvement of streets and public highways, is a use authorized by law. 7. The City of Redwood City has complied with the environmental review process under the provisions of CEQA and NEPA. 8. The adoption of a resolution of necessity is not a "project' under Public Resources Code Section 15378 and such activity is exempt from CEQA requirements under Public Resources Code Section 15061(b)(1). 9. The offer required by Section 7267.2 of the Government Code has been made to the owner(s) of record. 10. The City Manager and /or the City Attorney and /or the Special Eminent Domain Counsel, the Law Offices of Herman H. Fitzgerald, are authorized and directed to perform all acts necessary on behalf of the City of Redwood City for the acquisition of said interests in real property, and to do any and all other things in connection with such proceedings as in his or their judgment may be necessary or convenient to the successful conclusion of said proceeding or proceedings, including obtaining of an Order for Immediate Possession, the preparation, filing, amendment, dismissal, etc., of all pleadings and stipulations that in the opinion of Special Counsel are necessary for the processing of the litigation. 11. The City Manager is hereby authorized to expend funds available to the City for the acquisition of the real property. 12. The City Manager is hereby individually authorized and directed to consent to and accept, on behalf of the City, all deeds and grants conveying any interest in the property as hereinabove described. 13.
