or replacement State fund shall be substituted as the reference for <br />interest payable hereunder. <br />C. Beginning with the calendar quarter ending March 2003, and each <br />and every calendar quarter thereafter, interest shall be payable, until the <br />principal amount shall have been fully repaid. <br />D. Notwithstanding the foregoing, said loan may be repaid without <br />penalty at any time during the term thereof by fully paying and transferring <br />the remaining balance of principal and interest current to date of <br />repayment to the appropriation for Water Fund, Internal Service and Self- <br />Insurance Fund or such other appropriation(s) as this Council may <br />determine. <br />2.
