A. Approve the Minutes of March 24, 2003 as submitted. The motion passed by <br /> a majority voice vote with Agency Member Jordan abstaining and Chairman <br /> Claire absent. (401) <br /> MINUTE ORDER RD 03-11 <br /> <br />5. GENERAL <br /> <br /> A. Professional Agreement with Freedman, Tung, and Bott°mley for the Design <br /> of the Courthouse Square (405) <br /> <br /> Redevelopment Manager Moeller stated that Council Member Pieme, Chair of the <br /> Courthouse Renovation Committee would be introducting the topic. <br /> <br /> Council Member Pierce stated that she along with Council Members Howard and <br /> Ruskin with the assistance of Redevelopment Manager Moeller have interviewed <br /> the consultants for the design of the Courthouse Square. Ms. Pieme stated that <br /> the project is at the point where hiring of a design consultant is appropriate. She <br /> further stated that Freedman, Tung and Bottomley (FTB) was chosen because of <br /> their experience in other communities. She further stated that FTB has an <br /> understanding of history and reverence for it while understanding what make a <br /> downtown work and what makes a good center plaza for our city. <br /> <br /> Redevelopment Manager Moeller stated that an extensive community participation <br /> component to the scope of services that has been submitted. There will be five <br /> public workshops involved in the planning process dealing with what the <br /> community envisions in the plaza to what the actual selection will be of the pavers, <br /> colors, etc. The Committee felt it best to consult with the consultant for many of <br /> the details so that when the final design is recommended, both the community and <br /> the Council will know what those details are. The process should take about nine <br /> months from the beginning to actually coming before the Council. <br /> <br /> M/S Hartnett/Howard to adopt the following recommendation: <br /> <br /> 1. Approve an agreement with FTB for design services for the Courthouse <br /> Square and Marshall Street Frontage in an amount not to exceed $195,910.00 <br /> and <br /> <br /> 2.
