Exhibit A <br /> 1. A physical inspection of the subject property and all comparable market data. This involves a <br /> total land area that will support the Community Facilities District. The comparable data will <br /> involve properties throughout the market area and/or similar surrounding areas; <br /> 2. Verification of public information relating to each of the subject property's assessments, zoning <br /> and utilities; <br /> 3. Telephone and personal interviews with persons considered knowledgeable regarding the subject <br /> property and similar properties. Interviews and surveys will be conducted with planning, public <br /> works and building departments at the City of Redwood City. Additional inquiries will be made <br /> with local real estate professionals relative to market conditions and trends; <br /> 4. An estimate of probable exposure time for the subject property based on sales and listings of <br /> similar properties, interviews with local real estate professionals and the results of national <br /> surveys; <br /> 5. An analysis of local area land use trends, as well as proposed and/or present construction <br /> activity. A considerable portion of this item will be completed in conjunction with Item 3 above; <br /> 6. A determination of the highest and best use of the property as vacant, according to the four tests <br /> of legal permissibility, physical possibility, financial feasibility and maximum productivity; <br /> 7. An estimate of hypothetical market value of the subject_proper_ty completion of the <br /> infrastructure (facilities) to be financed by the proposed CFD; <br /> 8. Distribute a draft appraisal for the Finance Team pursuant to the timeline stipulated in the <br /> financing schedule.
