SCOPE OF WORK <br /> DJP &A will prepare a Focused EIR for a proposed multi - family housing project. The EIR will <br /> comply with CEQA and the CEQA Guidelines, and will meet the requirements of Redwood City. <br /> The work elements will include a Notice of Preparation, a Focused EIR, a Mitigation, Monitoring or <br /> Reporting Program, all other required noticing, and distribution of all written materials. Specific <br /> elements of this scope of work will include the following: <br /> A. NOTICE OF PREPARATION <br /> DJP &A will prepare the Notice of Preparation (NOP) in compliance with the CEQA Guidelines and <br /> Redwood City's requirements. The NOP will include a brief project description, project and vicinity <br /> maps, and an overview of the anticipated environmental impacts of the proposed project. The NOP <br /> will be sent to City staff for review and approval. Once approved, the NOP will be distributed by <br /> DJP &A based on a distribution list to be provided by the City. <br /> During the NOP circulation period, DJP &A will attend a community scoping meeting for the project <br /> and will present the EIR process at the meeting, if requested by City staff. <br /> B. PREPARATION OF THE EIR <br /> Individual tasks to be accomplished in this element are described below. <br /> 1. Preparation of the Initial Study <br /> DJP &A will prepare an Initial Study (IS) that addresses the environmental issues required by the <br /> state CEQA Guidelines and Redwood City's requirements. The IS will include a project description, <br /> a description of the existing environmental conditions, a discussion of environmental impacts <br /> associated with the proposed development (based on CEQA thresholds of significance and the CEQA <br /> Checklist), and identification of proposed and possible mitigation measures. <br /> It is assumed that the proposed project is likely to have one or more significant and unavoidable <br /> impacts. As a result, a Negative Declaration cannot be approved for the project. To address the <br /> significant impacts of the proposed project, a focused EIR will be prepared. The IS will be included <br /> as Appendix A of the EIR and will serve as the basis for all less than significant impact discussions. <br /> 2. Preparation of the Administrative Draft EIR <br /> DJP &A will prepare an Administrative Draft EIR (ADEIR). The ADEIR will focus on the significant <br /> impacts associated with the proposed project as determined by the IS. The ADEIR will include a <br /> preface /introduction, a summary, a description of the project and environmental setting, an in -depth <br /> discussion of potential significant impacts, identification of proposed and recommended mitigation <br /> measures, a discussion of cumulative impacts, project alternatives, and all other required discussions <br /> as discussed below. <br /> EIR Summary — A summary of the EIR will be prepared which will include a brief description of the <br /> proposed project. The summary will be prepared in tabular form and will identify the impacts of the <br /> project and proposed mitigation measures. The summary will also list the alternatives discussed and <br /> will address any known areas of public controversy. <br /> COO <br /> EIS <br /> 1 <br />
