Each of the above DPP submittals was reviewed by Wagstaff/MIG, and necessary revisions integrated into the latest version of the EIR. In effect, the EIR project description information (the contents of the DPP) evolved during the EIR process as staff revised and refined the plan. (Please note that even DPP revisions that might have been considered minor had "ripple effects" in preparing the EIR, since so much of the EIR information is integrated and cross - referenced.) This concurrent revise- refine - review - integrate process between City staff and Wagstaff /MIG was not envisioned in our contract scope, but ultimately proved necessary, considering the City's timeline for completion of both the DPP and Draft EIR. (Note: See item #6 below in reference to another version of the DPP released on August 31, 2010.) 4. EIR Analysis of Three New City - Identified Alternatives. $8,055,82 The approved scope of work included analysis of four alternatives to the proposed DPP. During EIR preparation, City staff requested the analysis - of three additional alternatives: (a) Alternative 4-- Revised Maximum Allowable Development (M.A.D.) Caps; (b) Alternative 5—Revised Historic Resource Preservation Regulations; and (c) Revised DPP Area Boundary. With the initial descriptions provided by City staff, Wagstaff /MIG Incorporated the new alternatives into the EiR and evaluated their potential Impacts. 5. City- Requested EIR Editorial Reformatting for $7,518.77 Screencheck Phase. The approved scope of work included a Table of Contents and associated editorial format and sequence similar to the 2006 Draft EIR. At City request for the Screencheck EIR, Wagstaff/MIG reformatted the cumulative Impacts discussion from each individual environmental topic chapter in the Administrative Draft EIR and consolidated the discussion into a separate ER chapter (Cumulative Impacts, chapter 17). Both approaches meet CEQA requirements. Also at City request for the Screencheck phase, the separate "Project Consistency with Local and Regional Plans" chapter In the Admin. Draft EIR was eliminated and that information Integrated into the various relevant environmental topic chapters. 6. Attendance at Historic Resources Advisory Committee $6,444.66 (HRAC) Meeting and Subsequent Incorporation of HRAC Comments at Final EIR Phase. The City HRAC discussed and took action on recommended revisions to the Draft EIR after the document was released for public review (i.e., Draft EIR released on August 31, 2010; HRAC meetings were conducted on September 9 and 15, 2010).
