6.2A <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 7, 2011 <br /> SUBJECT <br /> Final Acceptance — Hawes Park Renovation Project <br /> RECOMMENDATION <br /> Accept, by motion, the Hawes Park Renovation Project, and authorize the release of <br /> bonds and the retention according to city procedures. <br /> BACKGROUND <br /> On March 22, 2010, Council awarded the construction contract for the Hawes Park <br /> Renovation Project to Robert A. Bothman, Inc. for a base bid of $1,421,128.00. During <br /> the course of the construction work from May 17, 2010 to December 3, 2010, two <br /> changed orders were issued for a total of $84,185.49 (or 5.9% of base bid), resulting in <br /> an adjusted contract price of $1,505,313.49. <br /> The change orders are the result of unforeseen site conditions related to the amount of <br /> infield mix availability and the outfield soil condition. The original infield mix was <br /> intended to be salvaged and reused. However, upon excavation, the amount of existing <br /> infield mix was substantially less than expected. Over half of the infield mix had to be <br /> newly imported onsite. The outfield soil condition was found to require additional <br /> disposal fee and trucking to a disposal site different from originally planned. The <br /> mitigation of the amount of infield mix and the outfield soil condition necessitated <br /> additional cost as well as time extension for the completion of the project which was <br /> originally set at 120 days. Substantial completion was achieved on December 3, 2010, <br /> but completion of the "punch list" was in progress until recently. <br /> Hawes Park is primarily used as a baseball field and also accommodates junior 49ers <br /> football and youth soccer. It is the seventh and final sport field identified for conversion <br /> of the playing surface from natural grass to synthetic turf in the Recycled Water Task <br /> Force Report dated March 3, 2004, and presented to Council on March 22, 2004. <br /> Converting sports fields from natural turf to synthetic turf reduces the demand on <br /> potable water supplies, decreases long term operating costs, and increases the <br /> availability of the facilities. <br /> In addition to the field conversion, the improvements to Hawes Park include new, much <br /> needed shade structures, bleachers, dugouts, scorekeeper's booth, restrooms that <br /> comply with the Americans with Disabilities Act, and resurfacing of the existing parking <br /> lot. <br /> ALTERNATIVES <br /> Council may choose not to accept the project or authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> public contracting code. <br />
