6.2B <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 7, 2011 <br /> SUBJECT <br /> Final Acceptance — Redwood City Recycled Water Project — Distribution Pump Station <br /> Capacity Increase <br /> RECOMMENDATION <br /> Accept, by motion, the Redwood City Recycled Water Project — Distribution Pump <br /> Station Capacity Increase (the "Project ") is complete, and authorize the release of <br /> bonds and retention according to the city's procedures. <br /> BACKGROUND <br /> On February 22, 2010, the City Council awarded the construction for the Redwood City <br /> Recycled Water Project — Distribution Pump Station Capacity Increase Project to the <br /> lowest responsible bidder, Spiess Construction Co., Inc. of Santa Maria, for their <br /> responsive and responsible low bid of $1,329,446.17 and authorized the City Manager <br /> to increase the contract amount up to 10% if necessary. <br /> The project added five main pumps to the existing five pumps currently in service to <br /> increase the capacity of the pump station. The facility is now completed as originally <br /> intended. The final contract amount is $1,409,982; 6.06% more than the contract <br /> amount initially awarded, but within the 10% contingency previously authorized by <br /> Council. Eleven (11) change orders totaling $80,535.83 were issued. Most of the <br /> change orders are for additional work items either to respond to unforeseeable <br /> conditions or to enhance the final product. There were no contractor claims on this <br /> project. All fieldwork was completed, in place, and in good working order per approved <br /> plans and specifications on November 2, 2010. Other pump start up testing was <br /> completed shortly after this date. <br /> ALTERNATIVES <br /> Council may choose not to accept the project or authorize the release of bonds and <br /> retention. Without a final acceptance of the project, the period for filing stop notices will <br /> be ninety days instead of the standard thirty days. <br /> FISCAL IMPACT <br /> Funds have been appropriated from the Water Revenue Bond proceeds. The city has <br /> issued a series of Water Revenue Bonds totaling $72 million to finance Phase 1 of the <br /> Recycled Water Project. Available project funds, Tess unattributed interest, total <br /> $2,460,660.40 as of January 31, 2011. <br />
