6.2D <br /> ragc 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 7, 2011 <br /> SUBJECT <br /> Final Acceptance — El Camino Real "Grand Boulevard" Streetscaping Project (Broadway <br /> to Brewster Avenue) <br /> RECOMMENDATION <br /> Accept, by motion, the El Camino Real "Grand Boulevard" Streetscaping Project <br /> (Broadway to Brewster Avenue), and authorize the release of bonds and the retention <br /> according to city procedures. <br /> BACKGROUND <br /> On September 14, 2009, Council awarded the construction contract for the El Camino <br /> Real "Grand Boulevard" Streetscaping Project to Redgwick Construction Company of <br /> San Jose. The project was awarded for a base bid of $1,413,582.80. Construction <br /> began in November, 2009, concluded in July, 2010, with the final punch list items <br /> completed in February, 2011. The project is successfully completed in accordance with <br /> the plans and specifications. Twenty -two (22) change orders totaling $135,016.19 were <br /> issued. The final contract amount is $1,548,598.99, which is 9.6% more than the <br /> contract amount initially awarded, but within the 10% contingency authorized by <br /> Council. Change orders included costs for final quantity adjustments, additional work to <br /> address unforeseeable underground conditions, and design modifications. <br /> The work of this project is intended to improve pedestrian safety, enhance the <br /> pedestrian experience at the intersection of El Camino Real and Broadway, and achieve <br /> better pedestrian access to the city's central business district and downtown <br /> transportation center. Included as part of this project is the addition of a median refuge <br /> area and street frontage improvements that will reduce the distance and time required <br /> for pedestrians to cross the street. Staff also included replacement of the watermains <br /> as part of this project to achieve some economy and to limit disruption resulting from <br /> multiple construction projects. <br /> ALTERNATIVES <br /> Council may choose not to accept the project or authorize the release of bonds and <br /> retention. Without a final acceptance of the project, the period for filing stop notices will <br /> be ninety days instead of the standard thirty days. <br /> FISCAL IMPACT <br /> Sufficient funding for this construction contract was previously appropriated and <br /> approved. A total of $1,162,000.00 in American Recovery and Reinvestment Act and <br /> Congestion Mitigation and Air Quality Improvement grant funds was awarded to the city <br /> specifically for the streetscape work of this project. Additional funding for streetscape <br /> work was approved as Capital Projects Fund — ECR Grand Boulevard. Funding for the <br /> work to replace the watermain was previously approved as Water Fund Capital Projects <br /> -- Distribution System Replacement Program. <br />
