6.3A <br /> Page 4 <br /> for Redwood City to partner with its neighboring jurisdictions to meet countywide <br /> housing needs. <br /> In order to move forward with a sub - regional effort to implement SB 375 and <br /> meet future Housing Element requirements, each member jurisdiction of a <br /> potential sub - region must submit a resolution to ABAG requesting authority to <br /> administer the SCS /APS program through the formation of the sub - region by <br /> March 16, 2011. ABAG will then adopt a resolution approving the formation of <br /> the sub - region. Based on the success of San Mateo County's previous <br /> experience as a sub - region, staff recommends that the City participate again in <br /> this capacity and notes that the other San Mateo County cities have already <br /> passed or are preparing to pass their resolutions to do so. <br /> Next Steps <br /> The City is already effectively supporting the SCS through the implementation of <br /> the General Plan and its recently certified Housing Element by amending the <br /> zoning ordinance to allow for more forms of housing and other development in <br /> downtown and on transit corridors. The City Council's recent adoption of the <br /> revised Downtown Precise Plan was the first major milestone to that end. <br /> Following that accomplishment, staff has begun to prepare amendments for the <br /> Mixed Use — Corridor General Plan land use designation which affects much of <br /> El Camino Real and portions of the Veterans Boulevard and Broadway corridors. <br /> The Planning Commission held a study session on February 15, 2011, to take <br /> public input and provide direction for these amendments. Staff is proceeding <br /> quickly with these code amendments based on Council's October 11, 2010 <br /> adoption of the General Plan and staffs understanding of Council's direction to <br /> enable the General Plan vision through key development opportunities. <br /> Applications for new residential development in the Mixed Use — Corridor areas <br /> are associated with identified housing sites in the current Housing Element and <br /> depend on these zoning amendments to move forward. <br /> FISCAL IMPACT <br /> The City pays an annual fee to C /CAG. No further contributions are expected in <br /> association with adoption of this resolution. There is no fiscal impact to the <br /> current budget associated with adoption of this resolution. <br /> ALTERNATIVES <br /> Do not approve the resolution and therefore do not take advantage of the <br /> benefits associated with being a member of the countywide sub - region. <br />
