6.3C <br /> CDBG /HOME Committees: Page 2 <br /> Two committees support the City's CDBG /HOME functions. Bylaws for each were <br /> recently updated and have resulted in streamlined process and reduced overhead: <br /> • Housing and Human Concerns Committee (HHCC): The HHCC membership was <br /> reduced from nine to seven members, standing sub - committees were eliminated and <br /> replaced with ad -hoc committees of which two are currently active. <br /> • Home Improvement Loan Committee (HILC): The HILC membership was reduced <br /> from nine (with two non- voting members) to five members. <br /> CDBG /HOME Administration Staffing: <br /> Under the new organizational structure, staffing for the CDBG /HOME programs will be <br /> reduced from 3.5 to 2.0 FTEs. At this time, staff is requesting that Council approve a <br /> new position to support the CDBG/HOME programs and to replace the Housing <br /> Coordinator position which has been eliminated. The new position will be responsible <br /> for CDBG /HOME administration and also provide supervision to the currently vacant <br /> Housing and Economic Development Specialist (HEDS) 11 position (recruitment in <br /> progress). The HEDS II position will implement the loan program and provide <br /> construction management for the associated projects. Currently, a contract employee is <br /> performing the work that will be conducted by the new CDBG /HOME Administrator <br /> position (Attachment 1, Resolution, and Exhibit A, Job Description). <br /> ALTERNATIVES <br /> 1. The Council could take no action and direct staff to continue to use existing staff to <br /> perform the CDBG /HOME administration duties which are currently being <br /> undertaken by a contract employee. <br /> 2. The Council could direct staff to conduct further research and recommend an <br /> alternative classification. <br /> FISCAL IMPACT <br /> There are no additional costs associated with the new classification of CDBG /HOME <br /> Administrator as the pay and benefits of the proposed position are equivalent to the pay <br /> and benefits of the contract position plus casual hours that have been eliminated. The <br /> causal hours will not be needed going forward because of improved work flow <br /> efficiencies and the soon to be implemented software which reduces the need for <br /> clerical support.
