7.A
Page 2
revenue to better match the parking program expenditures will help minimize this
deficit and reduce reliance on the General Fund.
To achieve these goals, the following possible modifications to the parking program
elements are provided for City Council's consideration:
Rate structure and regional consistency: Surveys of communities on the Peninsula
indicate that Redwood City's parking rates are at the lower end of the range of fees
charged by neighboring jurisdictions that charge for parking.
Timing of free and paid parking and regional consistency: Redwood City's parking
facilities (meters and gated facilities) begin charging at 10 am. Metered spaces revert
to "free" after 6 pm, and the gated facilities charge until midnight. Surveys of
neighboring jurisdictions show that for those communities that charge for parking, most
begin charging at 8 am, with metered parking reverting to free at 6 pm.
Free parking in the sated facilities: Redwood City's program currently provides free
parking in the three gated facilities for the first 1.5 hours for all parkers, or 4 hours with
validation from Century Theatres. As a result, approximately 60% of patrons in the
gated facilities do not pay to park.
An effective monthly parking permit alternative (monthly permit) also plays an important
role in a successful parking program, providing a cost - effective altemative for regular
parkers. Redwood City currently offers several monthly parking permit options for either
Marshall /Middlefield or Perry/Main/Winslow lots with and without weekend /evening
parking and City staff recommends continuing this offering.
Following additional guidance from City Council, staff members will incorporate City
Council's input into a proposed implementation plan, including fiscal impact and
proposed parking budget, for further consideration by City Council on March 21, 2011.
FISCAL IMPACT
This is an information -only staff report; no fiscal impact is associated with review of this
program status update.
S. eter Vorametsanti, PE, PTOE, CFM Chu Chang, PE, LEED AP
City Engineer CDS Manager, Engineering and Transportation
Robert B.
