7.A <br /> Page 2 <br /> revenue to better match the parking program expenditures will help minimize this <br /> deficit and reduce reliance on the General Fund. <br /> To achieve these goals, the following possible modifications to the parking program <br /> elements are provided for City Council's consideration: <br /> Rate structure and regional consistency: Surveys of communities on the Peninsula <br /> indicate that Redwood City's parking rates are at the lower end of the range of fees <br /> charged by neighboring jurisdictions that charge for parking. <br /> Timing of free and paid parking and regional consistency: Redwood City's parking <br /> facilities (meters and gated facilities) begin charging at 10 am. Metered spaces revert <br /> to "free" after 6 pm, and the gated facilities charge until midnight. Surveys of <br /> neighboring jurisdictions show that for those communities that charge for parking, most <br /> begin charging at 8 am, with metered parking reverting to free at 6 pm. <br /> Free parking in the sated facilities: Redwood City's program currently provides free <br /> parking in the three gated facilities for the first 1.5 hours for all parkers, or 4 hours with <br /> validation from Century Theatres. As a result, approximately 60% of patrons in the <br /> gated facilities do not pay to park. <br /> An effective monthly parking permit alternative (monthly permit) also plays an important <br /> role in a successful parking program, providing a cost - effective altemative for regular <br /> parkers.
