6.1C <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 7, 2011 <br /> SUBJECT <br /> Agreement with Digital Payment Technologies for Enterprise Management System <br /> Services (EMS) for the downtown on- street parking system <br /> RECOMMENDATION <br /> Approve, by motion, the agreement with Digital Payment Technologies to lease <br /> software rights to their Enterprise Management System (EMS) which allows online data <br /> processing of parking meter information for the 42 Digital Payment Technologies multi - <br /> space parking meters in the downtown area. <br /> BACKGROUND <br /> Enterprise Management System (EMS) performs support services for the existing 42 <br /> multi -space downtown digital parking meters. Services provided by EMS as part of this <br /> agreement allow city staff to: <br /> • Remotely configure the meter's parking rate structure and messaging <br /> • Retrieve parking stall and meter status data for enforcement and revenue <br /> processing purposes <br /> • Process "real time" credit card transactions <br /> • Monitor meters in "real time" <br /> • Generate reports on meter and stall usage <br /> • Offer additional payment options such as coupons and pay -by -cell <br /> These services facilitate operation of the downtown digital meters and integrate the <br /> meters into the city's network. <br /> Support service levels have been insufficient at various times since program inception <br /> due to factors including poor wireless connections. The city suspended payment for <br /> these services as of March 2008 because of poor performance. Service levels have <br /> significantly improved over the past year, and staff recommends that Council now <br /> approve the proposed agreement with Digital Payment Technologies. <br /> Digital Payment Technologies' current standard rate is $50.00 per meter per month for <br /> the stipulated services. The city has 42 digital parking meters which results in an <br /> annual cost of $25,200.00 per year. <br /> ALTERNATIVES <br /> Council may choose to not approve the proposed agreement and direct staff to <br /> investigate other methods. <br /> FISCAL IMPACT <br /> Funds are available in the Fiscal Year 2010/11 budget , Parking District Fund — Parking <br /> Facility Operations which has an available balance of $614,388.30 as of December 31, <br /> 2010. <br />
