6.1D <br /> Pagp 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 7, 2011 <br /> SUBJECT <br /> Parcel Map and Construction Improvement Agreement for Lathrop PARC —134 Maple <br /> Street <br /> RECOMMENDATION <br /> 1. By motion, approve the Parcel Map for Lathrop PARC LLC, a skilled nursing facility, <br /> and accept the dedication of Public Service Easements and Emergency Access <br /> Easements. <br /> 2. Approve, and authorize the City Manager to execute, by motion, an Agreement for <br /> Construction of Improvements with Lathrop PARC, LLC, as owner of record of said <br /> real property located at 134 Maple Street Redwood City, CA. <br /> BACKGROUND <br /> Lathrop PARC Redwood City, LLC, is the Owner of Record of said real properties <br /> located at 134 Maple Street and 1180 Main Street, Redwood City, California. Upon <br /> recordation of this parcel map, Lathrop PARC LLC, will merge parcels as shown on the <br /> map (Exhibit A), and the site will be ready for the construction of an acute care skill <br /> nursing facility. Lathrop PARC LLC is the developer responsible for the construction of <br /> all said improvements on the site. The Joint Power Board right of way forms one <br /> boundary of this project. <br /> In May 2009, the Planning Commission approved the Use Permit for this 5 story skilled <br /> nursing facility. The conditions of the Use Permit require the skilled nursing facility to <br /> construct certain site improvements which provide services to the new structure <br /> including, but not limited to, new sidewalk, curbs, gutters, ramps, driveway access, <br /> crosswalks, utility services, fire department connections, drainage facilities, <br /> landscaping, street lights, and other typical site improvements within the public right of <br /> way. The Owners also offer public service easements and an emergency access <br /> easement to allow the City and other utility services to serve the property. <br /> BKF Engineers, the developer's civil engineering designer, has completed the Parcel <br /> Map, Improvement Plans, and specifications in accordance with the Subdivision Map <br /> Act, Redwood City Ordinances, and to the satisfaction of the Engineering and <br /> Construction Division. The estimated cost of the site improvements is $1,343,665.00. <br /> Inspections will be performed during construction by Engineering staff to ensure <br /> compliance with the permit conditions. Lathrop PARC is responsible for the total cost of <br /> the improvements and is required to post faithful performance and payment bonds, <br /> each in the amount of $1,343,665.00. All work associated with this project is being paid <br /> for by the developer. <br /> ENVIRONMENTAL IMPACT <br /> As the lead agency, the City conducted an environmental review under the California <br /> Quality Act (CEQA) and a Negative Declaration was filed and certified. <br />
