6.1E
Page 1
REPORT
To the Honorable Mayor and City Council
From the Interim City Manager
March 7, 2011
SUBJECT
After School Program Services Amendments for FY2010 -2011 between the City of Redwood
City and the Redwood City School District
RECOMMENDATION
Ratify by motion and authorize the City Manager or designee to execute two FY2010-
2011 After School Program Services Amendments between the City and the Redwood
City School District:
1. First Amendment to the "Supplemental Funding" for the After School Education
and Safety Grant (ASES) Agreement (RCSD Agreement #201011 -727A)
2. First Amendment to the "Base Funding" for the After School Education and After
School Education and Safety Grant (ASES) Agreement (RCSD Agreement
#201011 -728A)
BACKGROUND
The Parks, Recreation and Community Services (PRCS) Department operates After
School Learning Centers at seven school sites in Redwood City and the North Fair
Oaks Area in partnership with the Redwood City School District (RCSD). These
schools include: Fair Oaks, Selby Lane, Garfield, Ford, Hoover, Hawes and John Gill.
Services include after school tutoring, recreation and enrichment programming such as
life skills and family education opportunities. The majority of funding for the programs
come from State and Federal grants managed by the District. This year, the PRCS
Department is serving nearly 1,000 children each day at the school sites. This is made
possible from two grants: the After - School Education and Safety Grant (ASES) and the
21 Century Grant.
During the current school year, PRCS facilitated a meeting with one of our key partners,
the Boys and Girls Club of the Peninsula (BGCP) and representatives from Redwood
City 2020, and the RCSD to discuss efficiencies of service delivery. Collectively, we
determined that the duplication of program coordination at one of our after school sites
(Taft School) was not a good use of resources. PRCS was able to move our Program
Coordinator from Taft School to Henry Ford School and serve children there, while the
BGCP Program Coordinator remained at Taft and expanded the program. As a result,
more kids are served, and two amendment approvals are required to complete the
process.
