7. STUDY SESSION: <br />A. Proposed Recycled Water Project <br />Mayor Claire introduced the topic and explained how the discussion and <br />public comment portion would proceed. <br />Public Works Services Director Ingram explained the study session is <br />focused on the proposed recycled water project and that Council would not <br />be asked to make any decisions at this time. The study session was to <br />provide Council Members with the opportunity to begin to focus on <br />questions that they may have about the project and issues that have been <br />raised. <br />Although this was not the only opportunity for public comment, the dual <br />purpose of the session was to also close the comment period on the <br />addendum document that had been circulated for 28 days. He stated that <br />there are two topics of special concern that will be discussed: 1) How public <br />health and safety will be protected, should the proposed project be <br />approved and; 2) How the effects of a change of irrigation water from Hatch <br />Hetchy drinking water to South Bayside Authority Recycled water will be <br />monitored and managed. <br />PWS Director Ingram further explained that a stenographic recorder <br />present for the purpose of recording both the four presentations and any <br />public comments in order to provide a verbatim written record of all <br />comments. He stated that dealing with comments received previously in <br />writing and verbally tonight over the 28 days will be compiled along with the <br />stenographer's verbatim recording. Staff and the CEQA consultant will <br />carefully review all comments and determine what responses, if any, should <br />be made and how they should be treated. The responses will then be <br />assembled for the Council review and consideration as part of a staff report <br />to presented in July as the Council begins the decision making process <br />about the project. The addendum, comments and responses will all <br />become a part of the CEQA administrative record for the project. The <br />record becomes complete when the Notice of Determinations is filed which <br />is tentatively scheduled for July 28. <br />PWS Director Ingram introduced the presenters as Paul W. Lofholm, <br />Pharm D., FACA; Dr. Martin Atkinson -Barr; David P. Spath, Ph.D.; and <br />Joseph A.
