The proposed parking standards continue to provide for more <br />intense parking requirements for medical offices and clinics and will be <br />easier to administer than the current method of counting doctors. These <br />standards remain at least as restrictive as those in other cities and as <br />those &;: ?ested by the Institute of Transportation Engineers (ITE) and <br />recent pa. King studies. Parking standards for research and development <br />uses will allow flexibility to address the varying types of research and <br />development use, according to the amount of office area proposed. <br />4. Theater Uses in the CBR District <br />The fourth set of amendments is intended to provide for "theater" uses in <br />the Central Business Retail (CBR) district, consistent with the Downtown <br />Cinema Project and proposed mitigation measures included in that <br />project's Environmental Impact Report (EIR). Because the adjacent <br />Central Business (CB) district zoning now allows for theaters, but lumps <br />them together with "indoor recreation" uses, it is also necessary to <br />separate theater uses from commercial recreation uses and then to define <br />"indoor commercial recreation" and "outdoor commercial recreation" uses <br />as well. The CB zone no longer appears to be an appropriate zone for <br />theaters, given its proximity to residential areas. <br />The key provisions of the amendment include the following <br />• A definition of "Theater, indoor or outdoor" is added, encompassing <br />cinema, performing arts, private parties, and general assembly. <br />• Theaters are allowed as a conditional use in the CBR district, and are <br />deleted as an allowable use from the CB district. <br />• Definitions of "indoor commercial recreation" and "outdoor commercial <br />recreation" are added and do not include theaters. <br />Staff believes that these amendments respond to the need to <br />accommodate theaters in the Central Business Retail (CBR) district. <br />These amendments clarify the difference between theaters and <br />commercial recreation uses in other zones, and would prohibit theaters in <br />the Central Business (CB) district, to avoid impacting residential <br />neighborhoods. <br />5. Child Dav Care Facilities <br />In 1991, the City Council passed a child day care ordinance permitting <br />large family day care homes upon compliance with certain conditions (i.e. <br />a non - discretionary permit). The intent of this Ordinance was to facilitate <br />the location and processing of day care facilities in response to the great <br />need for these facilities.
