10.4 - IV <br />_ - LOCAL GOVERNMENT OMNIBUS ACT OF <br />2003 SET FOR JUNE 18 HEARING <br />SB 66, sponsored by the Senate Committee on <br />Local Government, would make a number -f non- <br />controversial changes to laws affecting local iovem- <br />ments. The League is in support of this measure. <br />Two sections of the bill that may be of particular <br />interest to cities: <br />• Moving the city tax lien date from March 1 "to <br />April 1 so that it would conform to the standard lien <br />date for all other taxes (see Section 12.1 of the bill). <br />• Repealing provisions of current law related to <br />charter cities' assessment of property and collection <br />of property taxes. Since county officials now assess <br />property and collect taxes, many now consider this <br />provision obsolete. <br />The bill additionally would correct a variety of <br />inaccurate or obsolete cross- references, citations <br />and nomenclature; clarify certain existing provisions <br />relating to elections, without making substantive <br />changes in content; and modify a variety of provi- <br />sions relating to the Local Agency Investment Fund <br />(LAIF), the State Environmental Goals and Policy <br />Report, the North Delta Water Agency, the Uniform <br />Public Construction Cost Accounting Act and the <br />Borrego Water District's Mosquito Abatement <br />Program. <br />Finally, the bill would repeal provisions that <br />confused the procedures for appointing individuals to <br />fill vacancies in irrigation districts, county water <br />districts, and water storage districts, and expired <br />provisions that authorized Sacramento County and <br />Ventura County to form regional waste management <br />authorities. <br />For more detailed information, please view <br />analyses of bill in the Legislative Search section of <br />the League's website (www.cacities.oralleafrackinal, <br />or contact League Lobbyist Dan Camgg at <br />916.658.8222, email cariggd @cacities.org. The bill <br />is set for hearing June 18 in the Assembly Local <br />Government Committee. <br />LOCAL UPDATE <br />Efforts continue at the local level to remind <br />legislators and the governor, as they work on <br />solutions to the state's budget crisis, that local <br />services must be protected. The following provide <br />some examples: <br />• More than 120 city officials heard presenta- <br />tions by Assembly Member Keith Richman and <br />League Executive Director Chris McKenzie at the <br />League's Channel Counties Division dinner May <br />23, hosted by the City of Fillmore. Twenty -two of <br />the divisions 25 cities were represented. <br />Assembly Member Richman spoke about the <br />dire situation presented by the state budget, and <br />the need for city officials to stay engaged and <br />continue to communicate to their elected officials. <br />Richman also spoke about ACA 11 (the Infrastruc- <br />ture Investment Fund Initiative). He said that he <br />looks forward to working with city officials involved <br />with the League's Grassroots Network. <br />McKenzie briefed attendees the League's <br />efforts to achieve constitutional protection for local <br />revenues, and again emphasized the importance of <br />city officials and their LOCAL partners staying <br />engaged in the budget process. <br />• Cities in the League's East Bay Division <br />began airing the video, "Cloudy Skies Over <br />California's Cities," last month. The City of <br />Alameda showed it during a city council meeting. <br />Emeryville is also showing it to city commissions <br />and committees. In Walnut Creek, Mayor Gwen <br />Regalia taped an introduction to the video, which <br />will run on the city's local cable channel through the <br />month of July. Plans for using the video are also in <br />the works in other cities. <br />"The League's video sums up very succinctly <br />and powerfully the grave impacts the state budget <br />crisis may have on cities," said Brad Rovanpera, <br />Walnut Creek's public information officer. <br />• The Riverside Arts Council, a member of <br />LOCAL Coalition partner California Assembly of <br />Local Arts Agencies (CALAA), staged a reception <br />last week in Riverside that vividly illustrated the <br />value of preserving funding for community and local <br />services.
