REPORT <br />June 23, 20L3 <br />D -i <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Subject <br />The Woodside Terrace A.M. Kiwanis Club is requesting the City Council authorize a letter permit <br />for their 14` annual Fourth of July Carnival. <br />Recommendation <br />The City Council authorize execution of a letter permit for the Fourth of July Carnival sponsored <br />by the Woodside Terrace A.M. Kiwanis Club through Butler Amusements. <br />Background <br />The Woodside Terrace A.M. Kiwanis Club has requested permission to conduct a Fourth of July <br />carnival. The carnival will be conducted in the downtown area of Redwood City. (Please refer to <br />Exhibit "A. ") <br />The carnival shall be held on Friday, July 4, 2003, and end on Sunday, July 6, 2003. The hours <br />of operation shall be from 10:00 a.m. until 11:00 p.m. each day of operation. The exception <br />shall be on July4, 2003 when the carnival shall not begin operation until after 1:00 p.m. oratthe <br />end of the Redwood City Fourth of July Parade, whichever occurs later. Set -up time will begin at <br />6:00 p.m. on Thursday, July 3, 2003. The site will be cleared by 5:00 a.m. on Monday, July 7, <br />2003. <br />The Woodside Terrace A.M. Kiwanis Club has requested the use of city services, which are <br />limited to the use of City owned barricades. The club has agreed to compensate the Cityfor the <br />assignment of one Redwood City Police Officer to the carnival from the hours of 7:00 p.m. to <br />closing each night. <br />The Woodside Terrace A.M. Kiwanis Club will contact representatives of the businesses in the <br />immediate area to inform them of the closure of the parking lot. Additionally, the group will place <br />flyers on vehicles parked in the affected City lot one week prior to the event. <br />The letter permit contains the standard "hold harmless' and insurance provisions including a <br />provision removing the City from any liability should the carnival be delayed or canceled due to <br />culvert work in the area, or the stationing of equipment related to that work. <br />Alternatives <br />The City Council could choose not to authorize the execution of the letter permit. The <br />selection of this alternative would end a thirteen -year tradition. <br />
