parking issues and will allow the streetscapes to become <br /> more pedestrian and bicycle friendly, thereby creating <br /> safer pedestrian mobility. <br /> o The Depot Circle, a public transit center that facilitates <br /> multimodal transit, would enhance the use of existing <br /> transit facilities and create better connectivity from other <br /> areas. <br /> o The Grand Boulevard — El Camino Real Streetscape <br /> Project would assist in making a high volume roadway <br /> safer for pedestrians and bicyclists as well as vehicles. <br /> Currently, the sidewalks are narrow, bicycles are not well <br /> accommodated, street crossings are challenging, and the <br /> overall visual quality is poor. <br /> o The Transit Connectivity Project, which includes creation <br /> of linkages to the transit center, would encourage greater <br /> usage of public transit. <br /> o The Hoover Mobility Project and the public improvements <br /> identified in the study, including improvements to <br /> intersections, streets, and pedestrian crossings, would <br /> enhance the quality of life for the residents and encourage <br /> investment. <br /> • Defective design and character of physical construction. <br /> o The Hoover Mobility Project is critical to remediating the <br /> improvements completed years ago by other agencies that <br /> have resulted in a neighborhood being isolated from the <br /> rest of the community. <br /> • Age, obsolescence, deterioration, dilapidation, mixed character, <br /> or shifting of uses. <br /> o The Grand Boulevard — El Camino Real Streetscape <br /> Project is necessary to address the dilapidated condition of <br /> this corridor. The street serves as a barrier between transit <br /> and other services located Downtown on the one hand and <br /> existing high density neighborhoods and Sequoia High <br /> School on the other. Properties fronting El Camino Real in <br /> this area are often underutilized and include a high <br /> percentage of auto - repair and light industrial uses. <br /> o The Hoover Mobility Project would facilitate mobility for the <br /> community and create a safer neighborhood. <br /> • Economic dislocation, deterioration, or disuse resulting from faulty <br /> planning. <br /> o The Hoover Mobility Project would assist in correcting the <br /> faulty planning in the neighborhood and would encourage <br /> integration into the greater community which will in turn <br /> create incentive for investment within the community. <br /> o The Marina Area Planning Study addresses improvements <br /> that would attract private investment and provide more <br /> public access to the waterfront as this area needs public <br /> ATTY /RESO.2118 /RWC CITY PUBLIC IMPROVEMENTS REIMBURSEMENT AGREEMENT #15096 <br /> 030711 MUFF #405 <br /> 3 <br />
