6116 -I
REPOR T
To the Honorable Mayor and City Council
From the City Manager
June 30, 2003
Subject
The San Francisco Chronicle, through RhodyCo Productions, is requesting the City Council issue a
letter permit for their annual "Tour de Peninsula."
Recommendation
The City Council authorize execution of a Letter Permit for the "Tour de Peninsula."
Background
The San Francisco Chronicle, with the assistance of RhodyCo Productions, is requesting permission to
use certain streets in Redwood City for its annual bicycle ride, which draws hundreds of cyclists. The
ride will take place on Sunday, August 3, 2003, and cover a large portion of San Mateo County,
including a portion of Redwood City.
The event is a fund - raiser for the San Mateo County Parks & Recreation Foundation. The foundation
orovides financial support for recreational, environmental, and educational programs, including other
drojects of the San Mateo County Parks & Recreation Division.
The Letter Permit grants authority to post "No Parking" signs on both sides of Brewster Avenue from
Duane Street to Alameda de las Pulgas and on both sides of Alameda de las Pulgas from Brewster
Avenue to the northern city limits. Parking will be prohibited from 6:00 a.m. to 2:00 p.m. As they have
in past years, RhodyCo Productions will notify residents along the bicycle route of the parking
restrictions prior to the event.
The Letter Permit contains the standard "hold harmless" and insurance provisions.
Alternatives
1. The City Council could choose not to authorize the execution of the Letter Permit for the posting
of "No Parking" signs on the streets requested. However, the selection of this alternative would
require the large number of bicyclists participating in this event to share the roadway with
motorists, resulting in traffic congestion and public safety concerns.
Fiscal Impact
RhodyCo Productions will pay for the services of two police officers to control traffic between 7:30 a.m.
and 1:00 p.m. on the day of the event and they will provide personnel to conduct the necessary
oostings of the affected roadways under the supervision of the police department.
