(0,1 C -1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 30, 2003 <br />Subject <br />CONSOLIDATED GENERAL MUNICIPAL ELECTION, NOVEMBER 4, 2003, <br />CANDIDATE'S STATEMENT AND RELATED MATTERS <br />Recommendation <br />Adopt resolutions calling the November 4, 2003 General Municipal Election; <br />(1.) Resolution requesting consolidation with the school district election and other local <br />elections; <br />(2.) Resolution authorizing execution of the contract with the County of San Mateo for <br />election services. <br />(3.) Motion to require a deposit of $300 for a candidate's statement to be translated and <br />printed in English, Chinese and Spanish as required under Section 203 of the <br />Federal Voting Rights Act, 42 U.S.C. 1973aa -1 a Section 203. All amounts are to <br />cover actual estimated costs. <br />Background <br />Redwood City Ordinance No. 2078 requires that General Municipal Elections be held in <br />November of odd - numbered years. The California Elections Code provides for <br />consolidation of local elections, initiated by request of one of the jurisdictions calling an <br />election on the same date in the same or overlapping territory. Redwood City has <br />consolidated previous elections with accurate, efficient and cost - effective results and it <br />is recommended that the City Council request consolidation for the November 4, 2003 <br />General Municipal Election. <br />The San Mateo County Elections Office provides election services for the City of <br />Redwood City and other agencies and districts. The agreement has been updated to <br />provide for all future election services. <br />A related matter is the cost estimate of printing and handling of candidate's statements. <br />On July 26, 2002, the San Mateo County Elections Division and Chief Elections Officer <br />were notified that the County is now subject to the bilingual election requirements of <br />Section 203 of the Voting Rights Act., with respect to Chinese Americans and persons <br />of Spanish heritage. This requires that in San Mateo County all information that is <br />provided in English about voter registration, elections, and voting, including information <br />provided in all polling places and the voting booths, must be provided in Chinese and <br />Spanish to the extent needed to allow these individuals to participate effectively in the <br />electoral process and all voting connected activities. Although this requirement <br />increases overall costs, it is shared amongst the consolidating districts and agencies. <br />Candidates choosing to have a candidate statement will share costs with other <br />
