7 (.0 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 30, 2003 <br />Subject <br />Housing and Human Concerns Committee 2003/2004 Funding Recommendations for the <br />Human Services Financial Assistance (HSFA) Program. <br />Recommendation <br />Give staff direction to incorporate the Housing and Human Concerns Committee <br />2003/2004 Human Services Financial Assistance Program Funding Recommendations at <br />the 7% level into the final budget ordinance. <br />Background <br />In December of 2002, the Committee issued a request for HSFA applications. City staff <br />then held two technical workshops for potential applicants to explain the HSFA process <br />and answer any questions. Agencies were also offered the opportunity to submit a draft of <br />their proposal before the final deadline. Staff reviewed the draft proposals for <br />completeness and offered comments as to how the applicant could make the application <br />clearer and /or more competitive. Final applications were due February 7. On March 19, <br />agencies were asked to make a presentation regarding their proposal before the Housing <br />and Human Concerns Committee and answer questions by the Committee. <br />This year's process included the participation from members of the Parks, Recreation, and <br />Community Services Teen Advisory Board. Four students served as resource persons for <br />the Committee by reviewing the proposals submitted in the youth category, preparing <br />questions and selecting one student to ask their questions during the agency <br />presentations, and by sharing their comments about and suggested ranking for each of <br />the youth proposals presented. <br />On April 3rd, the Committee met to consider their funding recommendations for FY 2003- <br />2004. Please note that a white binder with the full agency applications is available in <br />the Council Study. At the request of the City Manager, the HHCC developed three sets of <br />recommendations — to reflect a 2 %, 4.5 %, and 7% reduction in funds. The <br />recommendation included with the FY 03 -04 budget is at the 7% level, consistent with the <br />City Manager's recommendation to reduce all departments other than police and fire by <br />7 %. Attachment I includes the Committee recommendations for all three levels of funding. <br />Attachment II includes a brief description of each agency and their funding request. <br />Alternative <br />The Council could choose to fund the Human Services Financial Assistance Program at a <br />the 2% or 4.5% levels or to further reduce the total amount being recommended by the City <br />Manager at 7% level. The Council could also choose to change the individual agency <br />recommendations made by the Housing and Human Concerns Committee. <br />
