' 6.1 B REPORT To the Honorable Mayor and City Council From the Cit Mana er March 21, 2011 SUBJECT Agreement with Davey Resource Group, A Division of The Davey Tree Expert Company of Atascadero, CA for Tree Inventory Services RECOMMENDATION Approve by Motion an Agreement with Davey Resource Group, of Atascadero, CA in the amount of $102,7Q0.00 for tree inventory services and authorize the City Manager to increase the agreement amount, if necessary, up to ten percent of the amount approved. BACKGROUND In May of 2010 the City was awarded an Urban Forestry Grant from CalFire in the amount of $51,934.00 to be matched with City funds to provide for a comprehensive inventory of the estimated 31,000 street trees located throughout the City. CalFire's funds are from an urban forestry grant program entitled, "An Urban Forest for Every City" as provided through Propositions 40 and 84. The tree inventory requires the services of arboriculture industry professionals such as inventory arborists, urban foresters and information technology specialists. Prior Council actions on this item included two Resolutions in support of the submission of the Urban Forest Inventory Concept Application; one approved March 23, 2009 and a second approved November 9, 2009. The Public Works Services Department issued a Request for Proposal for Professional Services on January 28, 2011 and the City Clerk's office duly advertised the availability of the Request for Proposal on that date. One proposal was received by the submission deadline of February 18, 2011. Davey Resource Group has previously performed a small scale tree inventory for the trees which were planted with CityTrees, our non-profit tree planting partner. CityTrees paid the $5,000 cost of that inventory, which covered approximately 2,000 trees. Staff from the Public Works Services department has access to that inventory database and the tree management software. fn accordance with the guidelines for this project, CalFire Grant funds must be expended by March 30, 2012. ALTERNATIVES Do not approve the Agreement and direct staff to solicit new proposals for this project. This may cause the loss of grant funds if the project is not completed by March 30, 2012. FfSCAL IMPACT Funding from the Tree Preservation and Sidewalk Replacement Program has been reserved for this expense and will provide the difference between the amount of the CalFire grant and the cost of the inventory.
