' 6.1 B <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 21, 2011 <br /> SUBJECT <br /> Agreement with Davey Resource Group, A Division of The Davey Tree Expert Company <br /> of Atascadero, CA for Tree Inventory Services <br /> RECOMMENDATION <br /> Approve by Motion an Agreement with Davey Resource Group, of Atascadero, CA in <br /> the amount of $102,7Q0.00 for tree inventory services and authorize the City Manager <br /> to increase the agreement amount, if necessary, up to ten percent of the amount <br /> approved. <br /> BACKGROUND <br /> In May of 2010 the City was awarded an Urban Forestry Grant from CalFire in the <br /> amount of $51,934.00 to be matched with City funds to provide for a comprehensive <br /> inventory of the estimated 31,000 street trees located throughout the City. CalFire's <br /> funds are from an urban forestry grant program entitled, "An Urban Forest for Every <br /> City" as provided through Propositions 40 and 84. The tree inventory requires the <br /> services of arboriculture industry professionals such as inventory arborists, urban <br /> foresters and information technology specialists. <br /> Prior Council actions on this item included two Resolutions in support of the submission <br /> of the Urban Forest Inventory Concept Application; one approved March 23, 2009 and a <br /> second approved November 9, 2009. <br /> The Public Works Services Department issued a Request for Proposal for Professional <br /> Services on January 28, 2011 and the City Clerk's office duly advertised the availability <br /> of the Request for Proposal on that date. One proposal was received by the submission <br /> deadline of February 18, 2011. Davey Resource Group has previously performed a <br /> small scale tree inventory for the trees which were planted with CityTrees, our non-profit <br /> tree planting partner. CityTrees paid the $5,000 cost of that inventory, which covered <br /> approximately 2,000 trees. Staff from the Public Works Services department has access <br /> to that inventory database and the tree management software. <br /> fn accordance with the guidelines for this project, CalFire Grant funds must be <br /> expended by March 30, 2012. <br /> ALTERNATIVES <br /> Do not approve the Agreement and direct staff to solicit new proposals for this project. <br /> This may cause the loss of grant funds if the project is not completed by March 30, <br /> 2012. <br /> FfSCAL IMPACT <br /> Funding from the Tree Preservation and Sidewalk Replacement Program has been <br /> reserved for this expense and will provide the difference between the amount of the <br /> CalFire grant and the cost of the inventory. <br />
