� <br /> 6.2A ; <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er �� <br /> ��I <br /> March 21, 2011 I <br /> S UBJ ECT II <br /> I <br /> Final Acceptance — 2010-2011 Sewer Rehabilitation Project <br /> RECOMMENDATION <br /> Accept, by motion, the 2010-2011 Sewer Rehabilitation Project and authorize the <br /> release of bonds and retention according to city procedures. <br /> BACKGROUND <br /> On September 27, 2010, Council awarded the construction contract for the 2010-2011 <br /> Sewer Rehabilitation Project which rehabilitated approximately 5,050 linear feet of <br /> sewer main in the sewer basin bordered by Whipple Avenue, Hopkins Avenue, EI <br /> Camino Real, Edgewood Road, and Upland Road. This project mitigated pipe defects <br /> such as longitudinaf/circumferential cracks, damage from root intrusion, and minor joint <br /> offsets. Improvements to the sewer main limit groundwater infiltration into the pipelines <br /> which increases the operational efficiency of the collection system. Construction <br /> technology that does not require extensive trenching, cured-in-place-pipe (CIPP), was <br /> utilized on this project. CIPP is a cost effective approach to replacing aging sewer <br /> infrastructure. <br /> The contract was awarded for a base bid of $537,275.00. The project was successfully <br /> completed in accordance with the plans and specifications. Change orders were issued <br /> totaling a credit of $16,717.42. The final contract amount is $520,557.58 which is <br /> 3.11 % less than the initially awarded contract amount. Change orders for credit <br /> resulted from deleting approximately thirty-nine (39) linear feet of CIPP liner, fifteen (15) <br /> lateral to main connection seals, and twenty (20) linear feet of extra point repair length <br /> that was in the bid schedule but not necessary. <br /> Southwest Pipeline and Trenchless Corporation began construction in November, 2010. <br /> The contractor achieved final completion in January, 2011 and within the 90 calendar <br /> days required by contract. <br /> ALTERNATIVES <br /> Council may choose not to accept the project and/ar authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> the public contracting code. <br /> FISCAL IMPACT <br /> Sufficient funding for this construction contract was previously approved as Sewer Fund <br /> Capital Projects — Collec�ion Sysfem Replacemenf Program. <br />
