6.1A
Page 8
process. She said Cauncil is following this closety, attends all meetings, and is working
coltaboratively with Caltrain. She noted that the commuter rait line and eventually the
high speed rail line are important priorities and they are working through the issues with
the different s#akeholders. Another Council Member, who also serves on the ad hoc
committee, agreed wifh the statement made by his colleague and noted that the
process they have been ertgaged in has been longer than the presentation showed. He
opined that there could have been a better process with more cmmunication and less
ftustration. He said the city talks abou# what it can control and directly vote on.
However, he said there are other factors to consider: the Califomia High Sped Rai1
authority (HSR Authority) has a diffrent timeline dependent on federal funding, which
has a difFerent scal year than Redwood Gity, and the need to work together with
federally elected officials.
Other Counal Member's comments incfuded how many more regional discussions there
might be; rail working tcgether as a whole; interest in the priorities of different
communities; community input; a potential station; a vision of downtown a urbar and
walkable; federal funding; concern with the usage of the word uurban" as one Council
Member does not consider this city to be an urban setting in terms of density level
Mayor Ira concluded that there are significantly more questions than answers and it is ,
' diffieult to have meaningful discussions. He said it is impera#ive ta work with other cities
as there will be strength in numbers and they wiil do what is necessary and right for the
City of Redwood City, including a lawsuit if needed. He agreed with another Council
Member's statements that the tradition within this Council is to work and expfore
together as a unit and to get more information.
Other Council discussion included clarification on the issue of a possible lawsuit. .
Vice Mayor Aguirre asked for clarification from another Council Member/ad hoc
committee member about the funding loss for a station in Redwoad City or elsewhere
on the Peninsula. This Council Member opired that it is not an immediate concsrn
since the High Speed Rail Authority has to connect a line from 5an Francisco with Los
Angeles first, and then the question would be whether or not a station in Redwood City ;
would be right before looking at funding.
Another Council MembeNad hoc committee member spoke on the need for an EIR
(Environmerttal Irnpact Report) to addcess as many options as possible for a potential ,
station. He also spoke abvut proactively asserting what is best for Redwood City and I
the need to share and leverage resourcs, knowledge, and speaking toge#er "as a
choir" with other Peninsufa cities rather than jusf one voice (city). A different Council j
Member/ad hoc committee member said there has been a lot of discussion and '
movement within the High Speed Rail Authority and she recommended taking a longer,
slower approach to loak at what has been accomplished and continue to push for more
answers.
Mayor Ira thanked the three Council Members for their work in senring on the High
Speed Rail Council ad hoc committee: Foust, Gee, and Pierce.
JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD December 6,2010
MEETING MINUTES PAGE 8
