6.1 C <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> April 11,2011 <br /> SUBJECT <br /> Professional services agreement for closed-circuit television inspection of selected <br /> sanitary sewer mains. <br /> RECOMMENDATION <br /> Approve, by motion, the standard form professional services agreement with Nor-Cal <br /> Pipeline Services of Yuba City to provide closed circuit television ("CCN") inspection <br /> services of sanitary sewer pipelines for an amount not to exceed $132,712.55 and <br /> authorize the City Manager to increase the contract amount up to 10% if necessary. <br /> BACKGROUND <br /> The city annually replaces or upgrades aging and deficient sec#ions of sanitary sewer <br /> pipelines in the collection system. In preparation of this annual replacement/ <br /> rehabilitation project, CCTV inspections are regularly conducted to evaluate the <br /> condition of the pipeline. Knowing the actual condition of pipeline allows staff to <br /> choose the most cost effective repair method. <br /> The city has a total of 192 miles of sewer pipelines in its service area which are divided <br /> into eighteen (18) sewer basins. Since the CCTV program started in 2007, the city has <br /> completed CCN inspections of five (5) basins, totaling approximately 207,000 lineal <br /> feet or 39 miles. Critical sewer pipeline segments with significant defects such as <br /> cracks, offset joints, and root intrusions were replaced to reduce the potential of sanitary <br /> sewer overtlows. The overall goal is to conduct CCN inspections of all sewer pipelines <br /> in the collection system by 2019. <br /> Nor-Cal Pipeline Services satisfactorily performed similar services for the city last year <br /> and was requested to submit a proposal for this work. Nor-Cal uses "WinCAN", a <br /> specific CCN software. Based on the firm's qualifications, responsiveness, and <br /> experience, staff has selected Nor-Cal Pipeline Services to perform this year's CCTV <br /> inspection in the finro areas identified below. P{ease see Attachment 1, "Project Maps". <br /> 1. Sanitary Sewer Basin No. 3 — approximately bordered by Hopkins Avenue, Brewster <br /> Avenue, EI Camino Real, Stanley Street, Nevada Street and Harding Avenue. <br /> 2. Sanitary Sewer Basin No. C04 — approximately bordered by Veterans Boulevard, <br /> Stafford Street, Warren Street, Arguello Street and Brewster Street. <br /> Nor-Cal Pipeline Services will clean the sanitary sewer mains and inspect the pipelines <br /> using cameras to record visual data that will be used by staff to assess the condition of <br /> each sewer main. Staff will receive data including inspection logs, full streaming videos, <br /> and observation codes which classify the condition of the pipe segment. The data will <br />
