6.2B <br /> REPC�RT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> April 11, 2011 <br /> SUBJECT <br /> Final Acceptance—2009-2010 Spot Repair and Slurry Seal Project <br /> RECOMMENDATION <br /> Accept, by motion, the 2009-2010 Spot Repair and Slurry Seal Project, and autharize <br /> the release of bonds and the retention according to city procedures. <br /> BACKGROUND <br /> On August 9, 2010, Council awarded the construction contract for the 2009-2010 Spot <br /> Repair and Slurry Seal Project to G. Bortolotto & Co., Inc. of San Carlos. The project <br /> was awarded for a base bid of $543,591.13. Construction began in September, 2010, <br /> substantial completion was achieved by early November, 2010, final completion in <br /> January, 2011, and the final contract amount was recently resolved by staff. The <br /> project is successfully completed in accordance with the plans and specifications. <br /> Three (3) change orders totaling $58,004.67 were issued. The final contract amount is <br /> $601,595.80, which is 10.7% more than the contract amount initially awarded. <br /> However, 5.4% of the overage results from work performed on behalf of the County of <br /> San Mateo and Town of Woodside. Change orders on work performed on behalf of the <br /> city totaled 5.3% more than the contract amount initially awarded. <br /> This project resurfaced portions of Edgewood Road, Canyon Road, Alameda de las <br /> Pulgas, Fernside Street, Goodwin Avenue, Roosevelt Avenue, Circle Road and Hopkins <br /> Avenue. Change orders included costs for extra work and final quantity adjustments. <br /> Customarily, as with the 2008-2009 Slurry Seal Project, preparatory work (crack <br /> sealing) is performed by the city's Public Works Services Department. Reduced staffing <br /> and workload constraints prevented the Department from performing that work on this <br /> project and was added to the contract by change arder. <br /> The city entered into cost sharing agreements with the County of San Mateo and Town <br /> of Woodside. Pursuant to these agreements, the city will be reimbursed $28,736.06 for <br /> all work performed on streets other than the city's own. Typically, the city initiates these <br /> cost sharing agreements when the city's limits occur in the center of a roadway <br /> designated for resurfacing. Portions of Canyon Road, Alameda de las Pulgas, and <br /> Fernside Street were resurFaced subject to cast sharing agreements on this project. <br /> ALTERNATIVES <br /> Council may choose not to accept the project or authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> public contracting code. <br /> FISCAL IMPACT <br /> Sufficient funding for the work af this project was previously approved and appropriated <br /> as Transportation Fund(Measure "A') -- Street Pavement Management Program. <br />
